RE: Allen Steam Station – Canal Road Industrial Landfill
253 Plant Allen Road, Belmont, North Carolina
The N.C. Department of Environmental Quality's Solid Waste Section has prepared draft Solid Waste Permit No. 3623-INDUS-2026 that would approve construction and operation for the third of four new landfills, located at 253 Plant Allen Road (NC273), Belmont, NC, in Gaston County. The landfill will receive coal combustion residual (CCR) waste and is owned and operated by Duke Energy Carolinas, LLC.
The proposed landfill is approximately 35.8 acres and has a disposal capacity of approximately 4.7-million cubic yards. The Canal Road Landfill will be in the northern portion of the Allen Steam Station property.
In accordance with 15A NCAC 13B .1603(c)(4) and North Carolina General Statute 130A-294(a3), issuance of a new permit requires preparation of a draft permit and a 45-day public comment period.
A 45-day public comment period regarding this draft permit begins February 27, 2026, and ends at 5:00 p.m. on April 13, 2026. Comments should be submitted in writing to Jordan Russ at jordan.russ@deq.nc.gov, or by mail at the following address:

The administrative record, including the factsheet, draft permit, and permit application can be viewed online at https://www.deq.nc.gov/about/divisions/waste-management/solid-waste-section/solid-waste-news-and-community-engagement and may be viewed by appointment between 9 a.m.- 4 p.m., Monday-Friday at the Department of Environmental Quality office, 217 West Jones Street, Raleigh. A public hearing has not been scheduled for this permit action. The public can request a public hearing. The request should be in writing and include a statement supporting the need for such a hearing. If the Section determines that significant public interest exists, the public will be notified of the date, time, and location of the scheduled hearing.
Written comments may be submitted during the full comment period. All comments received within the 45-day period will be considered prior to the final determination to approve or disapprove the application.
