Sealed bids for the construction of airport improvements on the site of the Sioux Falls Regional Airport, Sioux Falls, South Dakota will be received by the Sioux Falls Regional Airport Authority, Sioux Falls, South Dakota until 1:30 PM CT on March 17, 2026. All bids will be publicly opened and read aloud at the Sioux Falls Regional Airport Terminal Building, 2nd Floor Airport Administration Office Conference Room, 2801 Jaycee Lane, Sioux Falls, SD 57104.
The bid documents are to be mailed or delivered to Dan Letellier, Executive Director, Sioux Falls Regional Airport Authority, 2801 Jaycee Lane, Sioux Falls, SD 57104 and shall be sealed and endorsed, "Runway 15-33 RSA Grading - Phase 1, Airport Project No. 1443.”
The proposed work includes the following: Runway 15-33 Runway Safety Area (RSA) Grading and Drainage Work.
Project work items include earthwork, drainage improvements, airfield signage modifications, topsoiling, seeding, mulching, erosion control, and traffic control.
Plans and specifications are on file and may be seen at the office of the Executive Director, Sioux Falls Regional Airport Authority, 2801 Jaycee Lane, Sioux Falls, SD 57104 and at the office of KLJ, 5110 E 57th Street, Sioux Falls, SD 57108.
Copies of the plans and specifications and other bidding contract documents may be obtained by payment of $82.00 from KLJ at 5110 E 57th Street, Sioux Falls, SD 57108 for each set so obtained. KLJ shall, upon request, furnish at least one copy of the plans and specifications, without charge, to each contractor resident in South Dakota who intends, in good faith, to bid upon the improvement project. KLJ may require the return of the copy at the time of the opening of bids. Each bid in excess of $100,000.00 shall be accompanied by either a certified check, cashier’s check or draft in a sum equal to five percent (5%) of the maximum bid price and drawn on a State or National Bank or a bid bond in a sum equal to ten percent (10%) of the maximum bid price executed by the Bidder as principal and by a surety company authorized to do business in the State of South Dakota, payable to the Sioux Falls Regional Airport Authority, conditioned that if the principal's bid be accepted and the contract awarded to him, he, within ten (10) business days after Notice of Award has been executed, will execute and effect a contract in accordance with the terms of his bid and a contractor's bond as required by law and regulations and determinations of the governing board. The bid security of the two lowest bidders will be retained until the Notice of Award has been executed, but no longer than thirty (30) days. The bid security is a guarantee that the bidder will enter a contract for work described in the Proposal.
The successful Bidder will be required to furnish a Contract Performance Bond, a Payment Bond in the full amount of the Contract, and proof of Contractor’s Excise Tax License.
The Sioux Falls Regional Airport Authority reserves the right to hold all bids for a period of thirty (30) days after the date fixed for the opening thereof to reject any and all bids and waive defects and to accept any bids should it be deemed for the public good and also reserves the right to reject the bid of any party who has been delinquent or unfaithful in the performance of any former contract to the Owner.
TITLE VI SOLICITATION NOTICE
As a condition of grant assurances, the Sioux Falls Regional Airport shall demonstrate that it complies with the provisions of Title VI of the Civil Rights Act of 1964 (42 U.S.C. §§ 2000d et seq) and implementing regulations (49 CFR part 21) including amendments thereto, the Airport and Airway Improvement Act of 1982 (49 U.S.C. § 47123), the Age Discrimination Act of 1975 (42 U.S.C. 6101 et seq.), Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. § 794 et seq.), the Americans with Disabilities Act of 1990 (42 U.S.C. § 12101, et seq.), U.S. Department of Transportation and Federal Aviation Administration (FAA) Assurances, and other relevant civil rights statutes, regulations, or authorities, including any amendments or updates thereto. This may include, as applicable, providing a current Title VI Program Plan to the FAA for approval, in the format and according to the timeline required by the FAA, and other information about the communities that will be benefited and impacted by the project. The Owner shall affirmatively ensure that when carrying out any project that it complies with all federal nondiscrimination and civil rights laws based on race, color, national origin, sex, creed, age, disability, genetic information. The Department’s and FAA’s Office of Civil Rights may provide resources and technical assistance to the Owner to ensure full and sustainable compliance with Federal civil rights requirements. Failure to comply with civil rights requirements will be considered a violation of the agreement or contract and be subject to any enforcement action as authorized by law.
No pre-bid meeting will be held for this project.
