LEGAL NOTICE
NOTICE IS HEREBY GIVEN that on Wednesday, April 15, 2026 at 7:00 P.M., at the West Rockhill Township Municipal Building, 1028 Ridge Road, Sellersville, PA, 18960, the West Rockhill Township Board of Supervisors will hold a public hearing for the purpose of receiving public comment on an ordinance amending the West Rockhill Township Zoning Ordinance to create a new use for data centers permissible in the PI “Planned Industrial” Zoning District by special exception, establish definitions and regulations for data centers, and amend the schedule of use regulations. A full text copy of the proposed ordinance is available for inspection at the Township Municipal Building at 1028 Ridge Road, Sellersville, PA, 18960, the Bucks County Law Library, and the offices of this newspaper, during normal business hours. A summary of the proposed ordinance is set forth below. ALL INTERESTED PARTIES ARE INVITED TO ATTEND THE HEARING.
SUMMARY OF ORDINANCE
AN ORDINANCE OF THE WEST ROCKHILL TOWNSHIP BOARD OF SUPERVISORS AMENDING CHAPTER 450 OF THE WEST ROCKHILL TOWNSHIP CODE BY CREATING A NEW USE FOR DATA CENTERS; BY CREATING NEW DEFINITIONS FOR SAID USE AND TERMS RELATING TO SAID USE; BY ADDING REGULATIONS FOR SAID USE; AND BY AMENDING THE TABLES OF USES TO PROVIDE FOR THE DATA CENTER USE
Article I: Definitions. Establishes definitions for Data Center, Data Center Accessory Uses/Structures, and Data Center Equipment.
Article II: Data Center Use Regulations. Establishes the Data Center use and accessory uses in the PI “Planned Industrial” Zoning District by special exception. Establishes dimensional standards for site area (min. 25 acres), lot width (min. 350 feet), parking area setbacks (150 feet from residential; 100 feet from nonresidential), and incorporates all other dimensions of the PI regulations. Applies regular township and state standards for noise, off-street loading, outdoor lighting, dust, fumes, vapors, gases, odors, heat, glare, vibration control, and construction hours. Requires use of public utilities and requires applicants to improve public infrastructure where necessary to avoid detrimental impact. Requires underground utility lines where practical. Requires adequate emergency access. Limits height of building to no more than 35 feet (including fixtures). Requires on-site solar power systems to generate solar energy for use by the data center to reduce strain on public electricity provider. Requires individual site plans. Provides for phased development and for decommissioning standards.
Article III: Amends Article XI (Planned Industrial District) to provide for data center uses by special exception. Amends Table 16-1, “Schedule of Uses by District” (Attachment 1 of the Zoning Ordinance) to reflect same.
Article IV: Repealer. Severability Clause.
Article V: Severability Clause.
Article VI: Amendment to be effective immediately upon enactment.
