Ordinance 26-04 AN ORDINANCE OF THE BOROUGH OF ENGLISHTOWN, COUNTY OF MONMOUTH, STATE OF NEW JERSEY, AN ORDINANCE TO IMPLEMENT THE FOURTH ROUND HOUSING ELEMENT AND FAIR SHARE PLAN AND MEDIATION AGREEMENT § 620-__. AHOZ-4 Fourth Round Affordable Housing Overlay Zone. Purpose: The Fourth Round Affordable Housing Overlay Zone (AHOZ-4) is hereby established to provide a realistic opportunity for the creation of affordable housing in satisfaction of the Borough of Englishtown's Fourth Round affordable housing unmet need, as identified in the Borough's Fourth Round Housing Element and Fair Share Plan (HEFSP), and in compliance with the New Jersey Fair Housing Act (N.J.S.A. 52:27D-301 et seq.), the Mount Laurel doctrine, and the Uniform Housing Affordability Controls (UHAC). This Overlay Zone supplements, but does not replace, the underlying zoning district. Property owners may continue any permitted use in the underlying zone or may elect to develop in accordance with the standards of this Overlay.
