Scope of Work
The City of Phoenix is seeking a qualified contractor to provide preconstruction services and complete construction services for the Valley Youth Theatre Construction Manager at Risk (CMAR) project. The new Theatre complex is designed to include a 300 seat main theatre and a 99 seat studio theatre for smaller productions. Additional program spaces include offices and meeting rooms, rehearsal and workshop areas, dance studios, galleries, and dedicated areas for set construction, costume and prop shops, and storage. The selected CMAR will work as a team with the designer of record and City staff to ensure an efficient design approach for the project. The project site is located at 1st Street and McKinley Street. The estimated construction cost is $12 million.
Pre-Submittal Meeting
A pre-submittal meeting will be held at 2:00 pm on Thursday, March 5, 2026, at City Hall Conference Room 10E. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal.

On Thursday, February 26, 2026 the Request for Qualifications (RFQ) may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix
Firms receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpage above.
Firms must be registered in Procurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.
General Information
The City of Phoenix will provide reasonable accommodations for alternate formats of the RFQ by calling Sheneice White at (602) 256-4329 or TTY 711. Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
