Scope of Work
The City of Phoenix is seeking a qualified consultant team to provide Architectural and Engineering services for designing a new state-of-the-art police precinct campus. Services will include architectural, design and possible construction administration and inspection services. The project is located at 3035 W. Thunderbird Road. The estimated construction cost is $18 million.
This project is funded through the City of Phoenix 2023 General Obligation Bond Program.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 11:30 am on Thursday, March 5, 2026, at 200 W. Washington, Phoenix City Hall, 5th Floor, Room 5 West and via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be directed to the Contracts Specialist.

On Thursday, February 26, 2026, the Request for Qualifications packet may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix
Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpages above.
Firms must be registered in the City's e-Procurement portal https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.
