Scope of Work
The City of Phoenix is seeking a qualified consultant team to provide engineering services for the Phoenix Goodyear Airport Apron Pavement Reconstruction project. Services will include assessment, drainage analysis, design, and the potential follow-on construction administration and inspection. The project site is located at Phoenix Goodyear Airport, 1658 S. Litchfield Road, Goodyear, AZ 85338. The estimated total construction cost for this project is $30 million. This project will utilize federal funds and is subject to the requirements of 49 Code of Federal Regulations Part 26 and the U.S. Department of Transportation.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 10:00 am on Friday, March 6, 2026, at Diamondbacks Conference Room, AVN Design and Construction Services Building, 500 S. 24th Street, Phoenix, AZ 85034 AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal.

On Thursday, February 26, 2026 the Request for Qualifications (RFQ) may be downloaded from the Procurement Portal at:

Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download it from the City's Procurement Portal.
Firms must be registered in the City's e-procurement portal https://procurement.opengov.com/
portal/phoenix as a vendor to submit a Statement of Qualifications.

Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
