NOTICE OF RECEIVING BIDS
Notice is hereby given that Mishawaka-Penn-Harris Public Library, Mishawaka, Indiana will receive sealed bids until 1:00 P.M., March 17, 2026 at the Administration Office of the Mishawaka-Penn-Harris Public Library, 209 Lincolnway East, Mishawaka, Indiana 46544. Bids will be opened publicly thereafter. Formal Award of Construction Contract is anticipated to be made at the Mishawaka-Penn-Harris Public Library Board meeting scheduled for Thursday, March 19, 2026 at 1:00 pm at the Mishawaka-Penn-Harris Public Library, 209 Lincolnway East, Mishawaka, Indiana 46544.
All work is more particularly described in Contract Documents that are on file and available during regular business hours after February 26, 2026. This project includes the replacement of the existing single-ply membrane roof system at Mishawaka Library, located at 209 Lincolnway East, Mishawaka, Indiana 46544.
Contract Documents are on file and available for review and purchase from ARC document Solutions, 1303 Northside Boulevard, South Bend, Indiana 46615; tele: (574) 287-2944; email: southbend.orders@ae-arc.com. Bidders may also visit the South Bend ARC Document Solution Public Plan Room to place an order, view plans and specifications, as well as the Bidders List. Bidders may choose their method of shipment via UPS, Federal Express, or Courier Service and must include their UPS or Federal Express Shipper Account Number. The Bidder will be billed directly for the direct cost for printing and shipping.
A non-mandatory Pre-Bid meeting will be held on March 4, 2026 at 1:00 pm at the project site. Bidders may also visit the sites at their convenience; contact Ms. Dena Wargo at Mishawaka Library 48 hours in advance to access site, tele: 574-259-5277, ext. 1102.
Bids shall be properly and completely executed on the Bid Form provided and accompanied by a non-collusion affidavit, Form 96 of the State Board of Accounts, financial statement, bid bond or certified check, each for a value of not less than ten percent (10%) of the Bidder’s total bid amount, including all alternatives bids items and other items as noted. The guarantee shall be made out to: Mishawaka-Penn-Harris Public Library.
The successful bidder will be required to furnish Contract Performance and Payment Bonds for 100% of their contract amount prior to execution of contracts. Bonds shall be maintained in accordance with IC 36-1-12-13.1 and 36-1-12-14. Bonds shall be in full force and effect for a period of at least 12 months after the date of Final Completion of the Contract.
Pursuant to Indiana Code 22-5-1.7-11, the successful Contractor entering into a contract with Mishawaka Penn Harris Public Library is required to enroll in and verify the work eligibility status of all its newly hired employees through the E-Verify program.
Pursuant to Indiana Code 5-22-16.5 Mishawaka-Penn-Harris Public Library may not contract with a person who is engaged in investment activities in Iran.

Mishawaka-Penn-Harris Public Library reserves the right to reject any and all bids or parts thereof, waive all informalities or irregularities in bidding and to resolicit quotations.
The Mishawaka-Penn-Harris Public Library will utilize evaluation criteria set forth in the bid pursuant to I.C. 5-22-7-2 and the bid shall be awarded to the lowest responsible and responsive bidder pursuant to I.C. 5-22-7-8.
