Notice to Contractors:
Sealed bids will be received by the Chancery Clerk’s Office of Hinds County, MS at 316 S President St until 10:00 a.m. on the 25th day of March 2026, and shortly thereafter publicly opened for reconstruction of a 5@19’ precast concrete bridge on Smith Station Road over a branch of Fourteen Mile Creek located 1 mile west of Mt. Moriah Road.
SCOPE OF WORK: Removal and salvage of existing bridge 5@19’ precast bridge-24.5ft wide (35@19’ deck spans, 6 caps); removal and disposal of all timber piling and headwall boards; excavation and shaping of channel beneath proposed bridge to accommodate a 5@19’ span bridge; furnishing and driving a 14”x14” prestressed concrete piling as directed to capacity (6 bents, 4 piling each bent) (1 test pile, 23 permanent piling); placement of 6 each new 31 ft long precast concrete caps on top of each bent to accommodate a 28’ wide bridge (no skew); placement of geotextile filter fabric and 300# rip rap in channel beneath bridge as directed; placement of 40 each 19’ precast concrete deck spans salvaged, furnished, and delivered by Hinds County on top of the 6 caps (30 interior units/10 curb units); replacement of existing guardrail/concrete posts at site on existing bridge; furnishing placement and compaction of minimum 1 ft thickness 610 crushed stone base on each end of proposed bridge; furnishing and placement of 4 precast concrete wings on each corner of bridge.
Contractor is to furnish all select backfill material and all 610 crushed stone base. The existing guardrail/posts will be located on the proposed bridge. The contractor is to take all necessary precautions to keep from damaging existing rails during salvage operations. Select backfill behind abutments furnished by contractor to be thoroughly compacted (approximately 200 C.Y. LVM).

Plans and Proposals may be picked up at the Hinds County Department of Public Works located at 900 E Main Street, Raymond, MS 39154. This project shall be constructed in accordance with the latest edition of the Mississippi Standard Specifications for State Aid Road and Bridge Construction.
Certified check or bid bond for five percent (5%) of the total bid, made payable to Hinds County must accompany each proposal. The winning bidder will be required to provide a performance bond prior to execution of the contract.
BASIS OF AWARD: The award, if made, will be to the lowest, responsive, and responsible bidder on the basis of published quantities.
The Board of Supervisors hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Bids must be hand delivered, or otherwise physically delivered by public or private couriers or delivery service, including but not limited to U.S. Postal Service, Certified Mail with return receipt requested, United Parcel Service, Federal Express, or by any other delivery method wherein receipt of said bids must be acknowledged, in writing, by the addressee to the Hinds County Chancery Clerk, Eddie Jean Carr, attention, Emily Bradley, Second Floor, Chancery Court Building, 316 South President Street, Jackson, Mississippi 39201 or P.O. Box 686, Jackson, Mississippi 39205.
Bidders are hereby notified that any proposal accompanied by letters qualifying in any manner the condition under which the proposal is tendered will be considered an irregular bid and such proposal will not be considered in making the award.
