NOTICE OF SUMMONS
TO WHOM IT MAY CONCERN, CARRIE JOHNSON-MILLS, mother of the child; and anyone claiming to have a parental interest in the minor child named above.
YOU ARE HEREBY NOTIFIED that the above styled action seeking an order requesting the Court made a finding that reunification services from the Department of Family and Children Services should be terminated to the mother of this child was filed against you in said Court on the 25th day of February, 2026. The Department also filed a petition on the 25th day of February 2026, seeking the appointment of a permanent guardian for the child. These actions were filed against you in said Court and the Court then entered an Order on the 25th day of February 2026 for service by publication on the mother.
YOU ARE HEREBY COMMANDED AND REQUIRED to appear and answer the allegations of the Petitioner before the Juvenile Court of Clarke County, Georgia, located at 325 East Washington Street; Athens, Georgia, on the 18th day of May, 2026 at 1:00 o'clock, p.m. This hearing has two purposes. First, the Court shall determine whether the Court should terminate reunification services to the mother and make a finding that continued efforts to reunify with the mother is detrimental to the child. The Court shall then determine whether the Court should appoint a permanent guardian for the child. The effect of an order appointing a permanent guardian is outlined in O.C.G.A. Section 15-11-240. The guardianship order shall remain in effect until the child reaches the age of 18 years or becomes emancipated. The order for permanent guardianship may be modified if there is a material change in the circumstances of the child. You may object to the establishment of a permanent guardian or the selection by the Department of the permanent guardian.
If you fail to appear, the court can appoint the permanent guardians in your absence. Even in a guardianship: (1) You will still be responsible for providing financial support (child support payments) for your child's care; and (2) Your child can still inherit from you.
A copy of the petition and motions may be obtained from the Clerk of the Juvenile Court at 325 E. Washington Street, Room 300, Athens, Georgia, 30601, during regular business hours, Monday through Friday, 8:00 a.m. until 5:00 p.m. exclusive of holidays. A free copy shall be available to the parents. Upon request, the copy will be mailed to the requester – parents or alleged parents only. The child is in the present physical custody of Clarke County Department of Family and Children Services.
The general nature of the allegations are: that the Department should be relieved of providing reunification services to the mother and the Court should appoint a permanent guardian for the child
YOU ARE FURTHER NOTIFIED that any objection to the proposed guardianship must be filed in writing within ten (10) days of the last date of this publication. You may serve upon the Petitioner's attorney, Rachele C. Gibson, 196 Alps Road, Suite 2, PMB 326, Athens, GA 30606.
This is a very serious matter. You should contact an attorney immediately so that you can be prepared for the court hearing. You have the right to hire an attorney and to have him or her represent you. If you cannot afford to hire an attorney, the court will appoint an attorney if the court finds that you are an indigent person. Whether or not you decide to hire an attorney, you have the right to attend the hearing of your case, to call witnesses on your behalf and to question those witnesses brought against you.
