PUBLIC NOTICE
An Act 537 Component 3 Plan Update (Plan) has been prepared for Hamilton Township (Township), Monroe County, Pennsylvania. The Plan addresses the planning requirements necessary to provide for Pleasant Valley Manor Wastewater Treatment Facility replacement to meet the existing sewer service needs in the Township.
The planning area identified in this document consists of lands in the Township near 4250 Manor Drive, Stroudsburg including the correctional facility, Pleasant Valley Manor, Hamilton Manor, Burnley Workshop, and County offices.
To meet the wastewater conveyance needs of the planning area, it is proposed that the Township implement the selected alternatives as follows:
• Construct a new wastewater treatment facility (WWTF) which generally consists of extended aeration process utilizing tankage constructed of precast post-tensioned concrete, common wall construction, new equipment, and new piping. The effluent discharge point on the McMichael Creek will remain at the same location. Wastewater treatment plant development will be less than one acre and no additional equivalent dwelling units are proposed.
• A lot line subdivision adjustment is also involved. Proposed lot 1A, the location of PVM WWTF, shall be joined to and become an inseparable part of the lands of Monroe County as recorded in deed book Volume 92, Page 186, and cannot be subdivided, conveyed or sold separately or apart therefrom without prior Township approval.
The engineer's opinions of probable cost for these capital improvement alternatives are:
• PVM Wastewater Treatment Facility: $4,390,000
These technical alternatives will be paid for and financed primarily through general obligation bonds. Revenue from user rates will pay the debt service for the bonds. User rates are reviewed annually to ensure adequate revenue for operations, maintenance, and debt service.
Additional funding may be through private contributions and/or grants if available.
In accordance with Chapter 71.31(c) of the Pennsylvania Code, the Township is providing a 30-day public comment period. The plan is available, for review, at the Township's offices at 229 Fenner Avenue, Sciota, PA 18354, from 8:30 AM to 12:00 PM, Monday through Friday. Comments may be addressed to Lawrence Buzzard, Township Chairman of Supervisors, and are due no later than thirty (30) days from the date of this advertisement.
