PUBLIC NOTICE Request for Proposals (RFP) The Monroe County Commissioners are soliciting proposals for the following project: Continuity of Operations/Continuity of Government Plan for the County Details of the work to be performed as well as desired outcomes can be obtained at monroecountypa.gov or by contacting Maryellen Keegan, Director, Monroe County Office of Emergency Management, 100 Gypsum, Road, Suite 101, Stroudsburg, Pa 18360. 570-992-4113 or by email at mkeegan1@monroecountypa.gov. Proposals must be in a sealed envelope and be submitted to the Monroe County Controller's Office at One Quaker Plaza, Room 206, Stroudsburg, PA 18360, no later than 1:30 p.m. on March 12, 2026. The proposals will be publicly opened on March 12, 2026, at 2:00 p.m. on March 12, 2026, in the Commissioners' Public Room, Room 203 at the Monroe County Administrative Center, One Quaker Plaza, Room 201, Stroudsburg, PA 18360. Proposals will require bid security in an amount of not less than 10% of the bid total to be enclosed with the proposal when submitted. The successful bidder will be required to furnish a bond guaranteeing performance of the contract, with sufficient surety in the amount of one hundred percent (100%) of the amount of the contract within fifteen (15) days of the after the Notice of Intent to Award is issued. The Commissioners reserve the right to reject any and all proposals, or parts thereof, or to waive any formalities in said proposals and to award the contract in such a manner as may appear to be in the best interest of the County of Monroe.
