Sealed proposals will be received, through the
www.bidexpress.com web service until 2:00 P. M. Local Time on April 2nd, 2026, for furnishing all labor, materials and equipment necessary to complete the project known as the RAVENNA ROAD BRIDGE REPLACEMENT PROJECT, in Franklin Township, Portage County, and at said time and place, publicly opened and read aloud. Sealed proposals may also be received, at the Portage County Engineer’s Office, 5000 Newton Falls Road, Ravenna, Ohio 44266 until 2:00 P.M. Local Time on April 2nd, 2026, for furnishing all labor, materials and equipment necessary to complete the project known as the RAVENNA ROAD BRIDGE REPLACEMENT PROJECT , in Franklin Township, Portage County, and at said time and place, publicly opened and read aloud. BIDDERS ARE ONLY REQUIRED TO SUBMIT ONE PROPOSAL VIA ELECTRONIC SUBMISSION OR PAPER SUBMISSION.
Specifications and Bidding Forms can be obtained from the www.bidexpress.com web service. For Paper Submissions, Specifications and Bidding Forms are on file at the Portage County Engineer's Office at 5000 Newton Falls Road, Ravenna, Ohio 44266. They may be purchased from the Portage County Engineer’s Office at 5000 Newton Falls Road, Ravenna, Ohio 44266 at a non-refundable cost. Checks should be made payable to The Portage County Engineer. Shipping charges are separate and are the responsibility of each bidder. No responsibility is assumed by Portage County for documents received too late for filing a bid.
Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in bond form, shall be issued by a surety company or corporation licensed in the State of Ohio to provide said surety.
Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The owner intends and requires that this project be completed no later than September 30, 2027.
Only ODOT Prequalified contractors are eligible to submit bids for this project. Pre-qualification status must be in the force at the time of bid, at the time of award, and through the life of the construction contract. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
Bidders must comply with Federal (Davis Bacon) wage rates.
All steel products must meet the requirements of ODOT C&MS 106.09
Engineers estimate of cost for this improvement is $2,088,929.97.
The Portage County Commissioners reserve the right to waive irregularities and to reject any or all bids.
The basis of award shall be lowest and best bid.
“Small Business (SBE) Requirement. SBE participation goals (Subcontracts, materials, supplies) have been set on this project for those certified as SBEs in accordance with the TEA-21 (1998) and 49 CFR, Part 26, and qualified to bid with ODOT under Chapter 5525 of the Ohio Revised Code (O.R.C.).” At the beginning following the project identification the SBE goal designation is written, i.e. SBE Goal: 10%.
