PUBLIC NOTICE
Pursuant to the Surface Mining Conservation and Reclamation Act, the Coal Refuse Disposal Control Act, Bituminous Mine Subsidence and Land Conservation Act, the Pennsylvania Department of Environmental Protection Rules and Regulations and Clean Streams Law, notice is hereby given that Robindale Energy Services, Inc., 224 Grange Hall Road, Armagh, PA 15920, has made application to the Pennsylvania Department of Environmental Protection for renewing its existing Coal Refuse Disposal Permit No. 56743704 and the related NPDES Permit No. PA0214931. This current permit was issued on July 10, 1986 and will expire on July 9, 2026. This renewal does not contain revisions to the existing operation.
The permit area is situated approximately 3.75 miles southwest of Berlin, PA, northwest of SR 219 (Mason-Dixon Highway) along and west of Fogletown Road. The surface permit area consists of 17.40 acres and is located as follows: Bounded to the north by the Penn Pocahontas Coal Company, to the east by the Buffalo Creek and Berlin branch of the B&O Railroad, to the south by an Unnamed Tributary to Buffalo Creek and the Shober Farms, Inc. tract, and to the west by the Penn Pocahontas Coal Company and Croner, Inc. tracts. The Murdock, Pa., U.S. Geological Survey 7.5-minute topographic map contains the area described.
The operation includes an NPDES discharge point, Outfall 001, located 450 feet northeast of the intersection of the site entrance and Fogletown Road. Outfall 001 discharges into an Unnamed Tributary to Buffalo Creek. The operation is located in Brothersvalley Township, Somerset County and is known as the Penn Pocahontas Coal Refuse Site.
A copy of the application is available for public inspection at the California District Office of the Department of Environmental Protection, 25 Technology Drive, California Technology Park, Coal Center, PA 15423. Written comments, objections, or a request for public hearing or informal conference may be submitted to the Department of Environmental Protection at the aforementioned address no later than thirty (30) days following the final publication date of this notice and must include the person’s name, address, telephone number, and a brief statement as to the nature of the objection(s).
