Notice is hereby given that separate bids for the following Great Falls International Airport Improvement projects will be received until 12:00 pm, local time on March 18, 2026. Bids to be received through an online bidding service (www.QuestCDN.com). Paper bids will not be accepted. The projects are described as follows:

The bids for the Runway 3-21 Airfield Lighting System project, the Terminal Chiller System project, and the Terminal East Concourse Roof System Replacement project will be reviewed, tabulated, and publicly read at 1:30 pm, 2:00 pm, and 2:30 pm, respectively local time on March 18, 2026, by the Great Falls International Airport Authority in the Business Center Meeting room.
The QuestCDN project number for the Runway 3-21 Airfield Lighting System project is 10082179, for the Terminal Chiller System project is 10082767, and for the Terminal East Concourse Roofing System Replacement project is 10084884. Only bids received through the online bid service www.QuestCDN.com by the time and date stated shall be opened and read aloud. In order to be considered, bids shall be complete to include all tools, equipment, materials, and labor to complete this project. The Owner reserves the right to reject any or all bids and to waive irregularities. The Bidder must supply all the information required by the bid documents and specifications.
Bid Bond. All bids must be accompanied by lawful monies of the United States or a Cashier's Check, a Certified Check, Bid Bond, Bank Money Order or Bank Draft, drawn and issued by a National Banking Association located in the State of Montana, or by any Banking Corporation incorporated under the Laws of the State of Montana, in an amount equal to not less than ten (10) percent of the total bid, payable to the order of the Great Falls International Airport Authority as liquidated damages in the event said successful bidder shall fail or refuse to execute the contract in accordance with the terms of bid.
Performance and Payment Bond. After contract is awarded separately for each project, the successful bidder will be required to furnish a separate Performance and Payment Bond, each in the amount of the contract.

Project Plans, Manual, and Bid Proposal Packet may be viewed either electronically on-line or hard copy at the office of Morrison-Maierle, Inc., 21 3rd Street N, Unit 4B, Great Falls, MT 59401; however, may only be obtained via electronic document purchase online. FEDERAL, STATE, AND LOCAL SOLICITATION
REQUIREMENTS
Each project is schedule to receive Federal Assistance and all bid proposers at every tier must comply with applicable Federal Contract Provision requirements at the time a Bid Proposal is presented including, but not limited to: Access to Records and Reports, Affirmative Action, Breach of Terms, Buy American Preference, Civil Rights – General, Civil Rights Title VI Assurances, Clear Air/Water Pollution Control, Contract Work Hours and Safety Standards, Anti-Kickback, Davis Bacon, Debarment and Suspension, Disadvantaged Business Enterprise, Texting/Distracted when Driving, Prohibited Telecommunications and Video Surveillance, Drug Free Workplace, Equal Employment, Federal Fair Labor Standards, Certification Domestic Preferences for Procurements, Federal Fair Labor Standards Act, Lobbying of Federal Employees, Occupational Safety and Health Act, Procurement of Recovered Materials, Rights to Inventions, Seismic Safety, Tax Delinquency and Felony Conviction, Termination of Contract, Trade Restriction Certification, Veteran’s Preference, and Domestic Preference Procurement as contained in the bid documents. DBE Requirement. The Great Falls International Airport Authority has established an overall DBE goal. Under this contract, the Airport Authority is adopting a race-neutral means of facilitating DBE participation. The bidder shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract, shall carry out all applicable requirements of 49 CFR Part 26 in the award and administration of this contract. Proposers shall complete bidders list for all DBE and non-DBE firms that bid or quote on this project.
Funding and Award. Each contract will be funded in part by a grant from the Federal Aviation Administration; therefore, each Contract award is subject to concurrence of FAA. Bidders may not withdraw Proposals for a period of ninety (90) calendar days after the bid opening date.
STATE AND LOCAL SOLICITATION REQUIREMENTS
Contractor Registration. Contractors and any subcontractors doing work on this project will require registration with the Montana Department of Labor and Industry. Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect Avenue, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-800-556-6694. Contractors are required to have been registered with the Department of Labor and Industry prior to bidding on this project.
Pre-Bid Conferences. A pre-bid conference for the Terminal Chiller System project, the Terminal East Concourse Roofing System project, and the Runway 3-21 Airfield Lighting System project will be held at 10:00 AM, 2:00 PM, and 3:00 PM, respectively on March 5, 2026 in the Terminal Business Center. Each pre-bid conference will be followed by an in-person tour of the project work site.
