NOTICE OF HEARING ON PROPOSED RESOLUTION OF NECESSITY FOR SIDEWALK IMPROVEMENTS PROJECT NUMBER 2503 RESOLUTION NO. 26-10 NOTICE IS HEREBY GIVEN that a hearing will be held at 5:30 P.M., on March 16, 2025, in the City Council Chambers of the City of Watertown upon the following proposed Resolution of Necessity hereto appended and published herewith at which time the City Council of the City of Watertown shall consider any objections to the proposed Resolution by owners of the property liable to be assessed for the sidewalk improvements and may adopt the proposed resolution with or without amendment. PROPOSED RESOLUTION OF NECESSITY FOR SIDEWALK IMPROVEMENTS PROJECT NUMBER 2503 BE IT RESOLVED by the City Council of the City of Watertown, South Dakota, as follows: 1. The City council of the City of Watertown hereby declares the following sidewalk improvements to be a necessity with the estimated costs per foot of property abutting upon the improvement as stated for this project: PROJECT NO. 2503 Construct 5-foot-wide sidewalk with a 4-inch depth concrete surfacing and 2-inch depth gravel base from 4th Street NW to 4th Street NE/HWY 81. The estimated cost is $29.86 per foot of frontage. The city sidewalk reimbursement program of $20.00 per liner foot will be deducted for a total estimated cost of $9.86 per linear foot 2. The general nature of the improvements and materials to be used are above set forth. 3. A description of classes of lots to be assessed is as follows: All assessable lots and tracts of land abutting 5th Avenue N from 4th Street NW to 4th Street NE/HWY 81 excluding the lots that have all Americans With Disabilities Act (ADA) compliant sidewalk, and parts thereof above described. 4. The method of apportionment of benefits is as follows: The cost of the improvements will be assessed against all assessable lots and tracts of land abutting 5th Avenue N from 4th Street NW to 4th Street NE/HWY 81 excluding the lots that have all Americans With Disabilities Act (ADA) compliant sidewalk, being improved based on a benefit basis. The benefit is hereby determined that those properties abutting 5th Avenue N from 4th Street NW to 4th Street NE/HWY 81, excluding the lots that have all Americans With Disabilities Act (ADA) compliant sidewalk, improved are especially benefited by the improvement according to the length of abutting property. 5. The above described improvements shall be hereafter referred to as sidewalk improvement number 2503, which shall be deemed a description of the improvements to the sidewalk as hereinafter set forth. 6. The details, plans, and specifications for the sidewalk improvement are available at the City of Watertown Finance Office for review during regular office hours M-F 8 AM – 5 PM.
