NOTICE OF REQUEST FOR PROPOSALS FOR DRAINAGE CONSULTANT   The City of Carencro is seeking to develop a COMPRESHENSIVE MASTERPLAN to improve STORMWATER MANAGEMENT and REDUCE FLOOD RISKS.   The City of Carencro seeks to hire a Drainage Consultant to assist it in carrying out the goals of its Comprehensive Plan related to Drainage and aims to create and maintain the drainage system that protects the home and property of their citizens. A qualified proposer will review the DRAINAGE Goals of the Comprehensive Plan and will submit a proposal to hire the proposer as a consultant to assist and to advise the City in completing the following sub-goals (generally summarized): 1. Conduct a vulnerability assessment of critical infrastructure to identify areas at risk of flooding; 2. Conduct a comprehensive assessment along with a cost of upgrading of the City of Carencro stormwater infrastructure; and 3. Cost and plans to upgrade stormwater drains and culverts throughout the city to prevent flooding in high-risk areas. Proposals to be submitted will follow the Proposal Format Instructions, Guidelines & Forms provided.   For this electronic-only RFP, the city has engaged the administrative services of the LaMATS Administered Cooperative Purchasing Joint Commission (“LACPC”) of which Carencro is a commissioner. Proposals will be submitted online only at https://lamats.easibuy.com, the LACPC bid portal, and are due by 2:00 pm on March 31, 2026. All applicable RFP documents are provided in PDF format and are accessible online only at https://lamats.easibuy.com. All proposers must register on the website to access and to download the documents. All registered proposers will be notified through their registered email of changes or addendums to the RFP   The City reserves the right to ask qualifying proposers to make oral presentations and to conduct further discussions and negotiations as deemed necessary. The City reserves the right to cancel this RFP or to decide not to issue a contract until a contract is signed.   The selected contractor may be required to post security in the form of a cashier’s check or a security bond in the amount of 10% of the expected value of the contract upon its signing to ensure the timely commencement of the contracted services and the meeting of the initial milestones as agreed to by the parties. The selected contractor will be responsible for paying a $300 administrative fee for the electronic RFQ services provided through the LACPC Joint Municipal Commission to: LaMATS, LACPC Administrator, 6767 Perkins Rd., Baton Rouge, LA 70808.   Respondents submitting a response to this RFQ are advised that contractors of the City, may be deemed public employees as defined by the Louisiana Ethics Commission rules.
