INVITATION FOR BIDS
The County of Erie will receive sealed bids labeled for the Girard Township – Lake Erie Community Park – Parking Area Improvements (Project #: S-24-E-33-6-5) until 10:45 a.m. on Thursday, April 9, 2026 at the Erie County Controller’s Office, Room 107, located at the Erie County Courthouse, 140 West 6th Street, Erie, PA 16501 at which time and place all bids will be publicly opened and read aloud.
Bids are invited for the construction of four (4) concrete ADA parking spaces, ADA concrete sidewalk, ADA signage, ADA symbols, line painting, site restoration as necessary, and including all materials, labor, tools, equipment, and appurtenant items located at the Lake Erie Community Park in Girard Township, Erie County, Pennsylvania.
Electronic Bid/Contract Documents, including drawings and technical specifications, may be obtained at the office of the engineer, Porter Consulting Engineers, P.C. (PCE), 2633 West 8th Street, Erie, PA 16505 (Phone: 814-455-5544; Email: pce@pceengineers.com) for a nonrefundable deposit of $25.00. Hardcopy of the Bid/Contract Documents may also be reviewed/obtained for a nonrefundable deposit of $75.00. Addenda, if any, will be issued to only those persons whose name and address are on record as having obtained said documents.
Each bid must be accompanied by a bid guarantee in the form of a certified or cashier’s check or bid bond with corporate surety payable to the County of Erie in an amount equal to ten percent (10%) of the bid price.
The project is being undertaken with CDBG funds from the PA Department of Community and Economic Development (DCED). Attention of the bidder is called to the requirement to submit documentary evidence of “Minority and Women Business Enterprises” (MBE/WBE) and “Section 3 Business Concerns” which have been contacted and to whom commitments have been made. Documentation of such solicitations is to be submitted concurrently with the bid.
Attention of the bidder is also called to the Federal, State and County Civil Rights and Equal Employment Opportunity requirements and the Federal Labor Standards Provisions including the requirement to pay prevailing wages under the Davis Bacon and Related Acts.
The successful bidder will be required to furnish a Performance Bond and a Labor and Materialmen Bond each in the amount of one hundred percent (100%) of the contract price. Additionally, the successful bidder will be required to furnish evidence of Worker’s Compensation and Liability Insurance in the amount as required by the Contract Documents.
Bids may be held by the County for a period not to exceed 60 days from the date of opening bids. The County reserves the right to reject any or all bids or to waive any informality in the bidding.
A pre-bid conference will be held at the project site located at the Lake Erie Community Park, 10192 West Lake Road, Lake City, PA 16423 at 2:00 p.m. prevailing time on Wednesday, March 25, 2026. It is strongly recommended that all prospective bidders attend the conference.
