CITY OF TWO RIVERS COUNCIL PROCEEDINGS Monday, February 23, 2026 – 6:00PM Council Chambers, City Hall Work Session CALL TO ORDER: President Stechmesser called the meeting to order at 6:00 PM. ROLL CALL BY DEPUTY CITY CLERK: Councilmembers: Mark Bittner, Doug Brandt, Shannon Derby, Bill LeClair, Darla LeClair, Tim Petri, Bonnie Shimulunas, Scott Stechmesser, Adam Wachowski. Also Present: IT Supervisor Rick Powell, IT Assistant Dave Dassey, City Manager Kyle Kordell, City Attorney, Sean Griffin (via telephone). DISCUSSION ITEMS: Hybrid Technology Model Implementation. Recommended Action: No action requested at this time; this is for informational purposes only. ACTION ITEMS: 26-028 City of Two Rivers Authorizing Resolution for WI DNR Outdoor Recreation Grant Application Recommended Action: Motion to adopt the resolution as recommended by the Advisory Recreation Board. Motion made by Brandt, seconded by Derby. Motion carried with a roll call vote. Voting Yea: Derby, B. LeClair, Brandt, Petri, Shimulunas, Stechmesser, Wachowski, D. LeClair, Bittner. CLOSED EXECUTIVE SESSION: The City Council reserves the right to enter into Closed Session, per Wisc. Stats 19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. -City Manager Employee Performance Evaluation. Motion made by B. LeClair, seconded by Bittner to go into closed session at 6:31 PM. Motion carried with a roll call vote. Voting Yea: B. LeClair, Brandt, Petri, Shimulunas, Stechmesser, Wachowski, D. LeClair, Bittner, Derby. RECONVENE IN OPEN SESSION: To consider possible actions in follow-up to closed session discussions.
