LEGAL NOTICE OF PUBLIC HEARING DES. NO. 2201662
The Posey County Commissioners will host a public hearing on Thursday, March 19, 2026 at 330 Walnut Street, Mount Vernon, IN 47620. The hearing will begin at 6:00 pm. The purpose of the public hearing is to offer all interested persons an opportunity to comment on current preliminary design plans for the Posey County Bridge No. 351 Improvement Project (Des. No. 2201662) in Mount Vernon, Posey County, Indiana. The purpose of the project is to improve the bridge deck, superstructure, and wearing surface condition ratings of Bridge No. 351 to at least a 7 (good) out of 9 (excellent), to improve the vertical clearance of the bridge over the railroad, to increase the inventory load rating to allow emergency vehicle crossings, and to improve pedestrian mobility.
As proposed, the project will replace the existing Posey County Bridge No. 351 and construct a three-span continuous composite prestressed concrete box beam bridge on the same alignment, but with an increased vertical clearance of 23 feet that meets the minimum bridges over railways requirement. The vertical alignment of Mulberry Street would also be raised by a maximum of 6 feet in order to improve the sight distance for vehicles approaching the bridge. The typical section of the bridge will consist of two 10-foot-wide travel lanes (one northbound, one southbound) bordered by a 2-foot-8-inch-wide paved shoulder on the west side, a 2-foot-wide paved shoulder on the east side, and 1-foot 4-inch-wide concrete railings. Additionally, a 6-foot-7-inch-wide sidewalk will be constructed on the east side of the bridge between the shoulder and railing. The new bridge would have a total length of 109 feet, an out-to-out width of 34 feet, 3 inches, and a clear roadway width of approximately 24 feet, 8 inches.
The Maintenance of Traffic (MOT) plan for the project will include a full closure of the bridge with a detour utilizing E Tenth Street, Locust Street, and E Grant Street. The detour will be in place for the duration of construction. Access to all properties will be maintained throughout construction. The project will require 0.788 acre of new permanent right-of-way and 0.142 acre of temporary right-of-way. One residential property will be relocated for the project.
Federal and local funds are proposed to be used for construction of this project. INDOT and the Federal Highway Administration have agreed that this project poses minimal impact to natural environment. A Categorial Exclusion (CE) environmental document has been prepared for the project. This document and project information can be mailed upon request. Prior to the public hearing, project information, including the hearing presentation, will be available on-line on the project website (https://www.structurepointpublic.com/poseycobridge351). The public hearing will be streamed live for public viewing and instructions for accessing the live stream will be posted to the project website. A recording of the livestream will be posted on the project website following the hearing.
Public statements for the records will be taken as part of the public hearing procedure. All verbal statements recorded during the public hearing and all written comments submitted prior to, during, and for a period of two (2) weeks following the hearing date, will be evaluated, considered, and addressed in subsequent environmental documentation.
