BEFORE THE DIRECTOR
In the matter of application number 71-223849.0002 for an Underground Storage Facility (USF) permit modification, located within the West Salt River Valley Sub-basin of the Phoenix Active Management Area, the Director gives notice that EPCOR Water Arizona, Inc. has filed the above-referenced permit application pursuant to Arizona Revised Statute (A.R.S.) §§ 45-811.01.
The Luke 303 Recharge Facility USF is located within a portion of the NE¼ of the SE¼ of Sec. 18, Township 2 North, Range 1 West, GSRB&M. The applicant proposes to store up to 4,761 acre-feet per year of effluent at the Luke 303 Recharge Facility for 20 years.
A copy of the USF permit application, including documentation and detailed maps of the location of the proposed storage, is available for review at the Department, or electronically, upon receipt of a public records request. A public records request can be submitted online here:

Objections to the issuance of this permit may be filed by persons who may be adversely affected by this project and must be filed, in writing, with the Docket Supervisor of the Department of Water Resources, Legal Division, 1110 West Washington Street, Suite 310, Phoenix, Arizona 85007, within fifteen (15) days after the last day of publication of this notice. For this application, the final date on which an objection may be filed is March 27th, 2026. Objections are limited to whether the application for the USF permit meets the criteria of A.R.S. § 45-811.01. An objection shall state the name and mailing address of the objector, be signed by the objector, their agent, or attorney, and must clearly set forth reasons why the permit should not be issued.
