Scope of Work
The City of Phoenix is seeking a qualified consultant team with wastewater treatment plant experience to provide engineering support services for the Wastewater Facilities Job Order Contract Program at the 23rd Avenue Wastewater Treatment Plant. Services will include design and construction administration and inspection.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 1:00 pm on Monday, March 16, 2026, at 200 W. Washington St., Phoenix, AZ, 85003 8th Floor East Conference Room AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal.
Request For Qualifications Packet
On Thursday, March 5, 2026 the Request for Qualifications (RFQ) packet may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix
Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpages above.
Firms must be registered in Procurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.
General Information

Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
