PRELIMINARY RESOLUTION DECLARING INTENT TO LEVY SPECIAL ASSESSMENTS UNDER MUNICIPAL POLICE POWER PURSUANT TO §66.0703, STATS.
BE IT RESOLVED by the Mayor and Common Council of the City of Greenfield, that the City hereby declares its intention to exercise its police power under §66.0703, Stats., to levy special assessments upon property in the assessment district hereafter described for the benefits conferred upon such property by reason of the proposed public improvements for Project Number 2219 S. 90th Street - W. Plainfield Ave. Reconstruction: street improvements including the installation of storm sewer, storm sewer laterals, grading, aggregate base, curb and gutter, asphalt pavement, concrete driveway approaches, service walks, street lights and landscaping.
BE IT FURTHER RESOLVED that the property being assessed lies within the following described assessment district: South 88th Street from West Cold Spring Road to Dead-end north of W. Plainfield Avenue, South 89th Street from West Cold Spring Road to Dead-end north of W. Plainfield Avenue, South 90th Street from West Cold Spring Road to Dead-end north of W. Plainfield Avenue, South 91st Street from West Cold Spring Road to Dead-end north of W. Plainfield Avenue, South 91st Place from West Cold Spring Road to Dead-end north of W. Plainfield Avenue, West Plainfield Avenue from South 88th Street to South 92nd Street.

BE IT FURTHER RESOLVED that the City determines that the improvements constitute an exercise of the police power for health, safety and general welfare of the municipality and its inhabitants.
BE IT FURTHER RESOLVED that the method of determining the assessment amount for each parcel will be according to City of Greenfield Resolution Number 3492. Assessment rates will be 2026 rates as approved by the City of Greenfield on the 7th day of October, 2025.
BE IT FURTHER RESOLVED that the total amount assessed against the properties in the described assessment district shall not exceed the total cost of the improvements.
BE IT FURTHER RESOLVED that the City Engineer shall prepare a report which shall consist of plans and specifications for the improvements, an estimate of costs, and a schedule of proposed assessments. The report is on file in the Department of Neighborhood Services, at Greenfield City Hall, Room 203, 7325 West Forest Home Avenue, Greenfield, WI 53220, and may be inspected there Monday through Friday between the hours of 9:00 a.m. and 4:00 p.m.
BE IT FURHER RESOLVED that upon receiving the report of the City Engineer, the Clerk shall cause notice to be given stating the nature of the proposed improvements, the general boundary lines of the proposed assessment district, the time and place at which the report can be inspected, and the time and place of a public hearing on the matters contained in the preliminary resolution and the report. This notice shall be published as a class 1 notice under ch. 985, Stats, and a copy shall be mailed, at least 10 days before the hearing, to every interested party whose address is known or can be ascertained with reasonable diligence.
BE IT FURTHER RESOLVED that the hearing shall be held at Greenfield City Hall, Room 100, 7325 West Forest Home Avenue, Greenfield, WI 53220, at a time set by the Clerk in accordance with §66.0703, Stats.
BE IT FURTHER RESOLVED that all assessments must be paid in one (1) payment by an established due date; or with the next property tax bill with interest; or in ten (10) annual installments with interest. Phase 1 consists of parcels on S. 90th Street, S. 91st Street, S. 91st Place, and W. Plainfield Avenue between S. 92nd Street and S. 90th Street. Construction of Phase 1 will take place in 2026, with a payment due date in 2027. Phase 2 consists of parcels on S. 88th Street, S. 89th Street, and W. Plainfield Avenue between S. 90th Street and S. 88th Street. Construction of Phase 2 will take place in 2027, with a payment due date in 2028.
