CONDENSED MINUTES
Regular meeting of the Common Council of the City of Greenfield held at the Greenfield City Hall on Tuesday, March 3, 2026, at 7:00 PM. Mayor Neitzke presiding; Ald. Drzewiecki, Bailey, Kastner, Saryan, Akers present.
The following actions taken by Council:
Approval of the February 17, 2026 Common Council minutes. Motion by Ald. Bailey, seconded by Ald. Drzewiecki.
Claim received from Brad Piontkowski on behalf of Alyssa Piontkowski. Referred to the city attorney.
Adopt Resolution 5023 appointing additional election inspectors for 2026-2027. Motion by Ald. Akers, seconded by Ald. Saryan.
Approve applications for 2025-2026 operator licenses. Motion by Ald. Kastner, seconded by Ald. Bailey.
Approve an application for a Temporary Class "B" Retailer's License received from Our Father's Lutheran Church to sell fermented malt beverages indoors at the Chili Cook-Off event on March 8, 2026, from 11:00 AM to 2:00 PM at 6023 S. 27th St. Requesting Council approval to allow unaccompanied underage individuals on the licensed beer premises pursuant to Wis. Stat. 125.07(3)(a)12; Approve an application for a Temporary Class "B" Retailer's License received from St. John the Evangelist to sell fermented malt beverages indoors at the Lenten Fish Fry events on March 13, 2026, and April 3, 2026, from 4:00 PM to 7:00 PM at 8500 W. Cold Spring Rd. Requesting Council approval to allow unaccompanied underage individuals on the licensed beer premises pursuant to Wis. Stat. 125.07(3)(a)12; and Approve an application for a Temporary Class "B" Retailer's License received from Harley Owners Group - Milwaukee Chapter to sell fermented malt beverages indoors at the Womens Workshop Riding Academy Kick Off Event on March 14, 2026, from 9:00 AM to 5:00 PM at 6221 W. Layton Ave. Requesting Council approval to allow unaccompanied underage individuals on the licensed beer premises pursuant to Wis. Stat. 125.07(3)(a)12. Motion by Ald. Kastner, seconded by Ald. Drzewiecki to approve agenda items J4-J6 as presented.
Approve Agreement between the City of Greenfield and the Whitnall School District regarding a School Resource Officer. Motion by Ald. Akers, seconded by Ald. Kastner.
Approve to revise job description for Detective in the Police Department. Motion by Ald. Kastner, seconded by Ald. Bailey.
Adopt Resolution 5024 in support of applying for a grant from the Wisconsin Economic Development Corporation (WEDC) for an Idle Sites Redevelopment Program Grant. Motion by Ald. Akers, seconded by Ald. Kastner.
Approve a financial agreement with the Wisconsin Department of Transportation for ID 2120-18-00/70 Forest Home Ave. STH 24 from USH 45 to 45th St., and Approve a maintenance agreement with the Wisconsin Department of Transportation for ID 2120-18-00/70 Forest Home Ave. STH 24 from USH 45 to 45th St. Motion by Ald. Drzewiecki, seconded by Ald. Akers to approve agenda items J10-J11.
Approve to award a contract for project #2512 Turf Skatepark Shelter to Moore Construction, $714,246. Motion by Ald. Akers, seconded by Ald. Saryan.
Adopt Preliminary Resolution 5025, to levy special assessments under Section 66.0703, Wisconsin Statutes, upon property for municipal purposes, for the reconstruction of 88th, 89th, 90th, and 91st Street, and 91st Place, and Plainfield Avenue. Motion by Ald. Bailey, seconded by Ald. Drzewiecki.
Adopt Resolution 5026 accepting a road reservation for street purposes on S. 88th Street. Motion by Ald. Bailey, seconded by Ald. Akers.
Adopt Ordinance 4006 amending Section 8.04 of the Greenfield Municipal Code by repealing Ordinance 1251 regarding no parking on the east side of S. 43rd Street in the vicinity of the We Energies Right-of-Way; Adopt Ordinance 4007 amending Section 8.04 of the Greenfield Municipal Code regarding parking restrictions on S. 43rd Street and W. Cold Spring Road, Adopt Ordinance 4008 amending Section 8.04 of the Greenfield Municipal Code by repealing Ordinance 356 regarding stop signs on W. Cold Spring Road at S. 84th Street; Adopt Ordinance 4009 amending Section 8.04 of the Greenfield Municipal Code by repealing Ordinance 2487 regarding vehicle lane configuration on S. 84th Street at W. Cold Spring Road; Adopt Ordinance 4010 amending Section 8.04 of the Greenfield Municipal Code by repealing Ordinance 2485 regarding no parking on the east side of S. 84th Street south of W. Cold Spring Road; and Adopt Ordinance 4011 amending Section 8.04 of the Greenfield Municipal Code regarding parking restrictions on S. 84th Street and W. Cold Spring Road. Motion by Ald. Bailey, seconded by Ald. Drzewiecki to approve agenda items J15-J20.
Approval of schedules of disbursements, $2,278,059.08; and Approval of mileage reimbursements, $274.34. Motion by Ald. Saryan, seconded by Ald. Bailey to approve agenda items J21-J22.
Motion by Ald. Akers, seconded by Ald. Bailey to go into closed session at 7:19 PM pursuant to Wis. Stat. § 19.85 (1)(b) & (f), considering licensure, social or personal history, or medical information, for purposes of issuing a 2025-2026 operator license to the following: a. Kyle Austin Lentz.
Motion by Ald. Akers, seconded by Ald. Kastner to adjourn closed session and reconvene into open session at 7:28 PM.
