VIRTUAL WORKSHOP
The Augusta-Richmond County Housing and Community Development Department (HCD) will hold a mandatory application workshop for the 2026 Annual Action Plan (AAP). This workshop will be conducted virtually March 25, 2026.

The virtual workshop serves as a platform for the community to discuss the objectives and priorities related to the funding process. Participants will gain insights into the awards process and understand the administrative requirements for utilizing FY 2026 annual allocations consisting of the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships (HOME), and Housing Opportunities for Persons with AIDS (HOPWA) funds.

Organizations intending to apply for Fiscal Year 2026 funding under the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs MUST attend one of the workshops scheduled for March 25, 2026.

SUBJECT: FY 2026 AAP Application Question
BACKGROUND
The Augusta-Richmond County, Georgia Government c/o the Housing and Community Development Department (HCD) receives four annual allocations from the U.S. Department of Housing and Urban Development (HUD) to support various programs aimed at benefiting eligible residents with low to moderate income residing in the Augusta-Richmond County area of Georgia. The annual allocations consist of the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships (HOME), and Housing Opportunities for Persons with AIDS (HOPWA) funds. These financial resources support agencies and initiatives to assist low-income individuals and revitalize economically distressed neighborhoods.
PREPARATION OF THE FY2025-2029 CONSOLIDATED PLAN AND THE FY 2026 ANNUAL ACTION PLAN
Augusta-Richmond County c/o HCD is preparing its five-year consolidated plan, which includes the initial year of the strategy, specifically the FY 2026 Annual Action Plan (AAP), along with an Analysis of Impediments to Fair Housing Choice for FY 2025-2029. These reports are intended to assist Augusta-Richmond County Georgia in evaluating affordable housing and community development priorities, utilizing input from community members and stakeholders. The data-driven priorities established will inform and guide the allocation of federal funding available to Augusta-Richmond County area.
The FY 2026 AAP will be developed as a mandatory requirement for receiving federal funds from HUD for the CDBG, ESG, HOME, and HOPWA programs. The action plan will outline the current housing conditions within the Augusta-Richmond County area and delineate how various local, state, private, and federal resources will be employed to meet the identified community needs.
The funding for the 2025-2029 Consolidated Plan and the 2026 Annual Action Plan is expressly contingent upon the final budget approval by the U.S. Congress, written authorization from the U.S. Department of Housing and Urban Development (HUD), determination of community needs priorities and the authorization of allocations by the elected body of Augusta, Georgia. It is important to note that allocation amounts are subject to change.
