NOTICE TO RECEIVE SEALED BIDS

The Gulf County Board of County Commissioners will receive sealed bids from any qualified person, company or corporation interested in constructing the:
SALINAS PARK DUNE RESTORATION
This project includes restoration and replanting of an existing sand dune in Salinas Park in Gulf County, FL.
The completion date for this project will be 120 days from the date of the Notice to Proceed presented to the successful bidder. Liquidated damages for failure to complete the project on the specified date will be set at $1,685.00 per day.
Please place YOUR COMPANY NAME, SEALED BID, and the BID NUMBER on the outside of your envelope and include the original bid plus 2 copies.
Bids will be received until 4:00 p.m. Eastern Time on April 23, 2026 at the Gulf County Clerk's Office, 1000 Cecil G. Costin Sr. Blvd, Room 149, Port St. Joe, Florida 32456, and will be opened and read aloud at a meeting of the Board of County Commissioners held in the Donald H. Butler Commission Chamber in the Robert M. Moore Administration Building, Gulf County Courthouse Complex, Port St. Joe, Florida on April 28, 2026 at 9:00 a.m. Eastern Time.
Bid specifications can be obtained on the County's website www.gulfcounty-fl.gov or through the Gulf County Clerk's Office. All bids shall remain firm for a period of sixty days after the opening. All bidders shall comply with all applicable State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida. The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes. All questions must be submitted to Clay Smallwood, P.E. at csmallwood@gulfcounty-fl.gov.
The Board of County Commissioners reserves the right to waive informalities in any bid, to accept and/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest of Gulf County.
The Project is subject to the domestic preference requirement of the Build America, Buy America Act, which requires that all iron, steel, manufactured products, and construction materials used in the project be produced in the United States. Documentation will be required to support compliance with the Buy American provisions.
Minority and women's business enterprises are hereby solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. All bidders must make positive efforts to use small and minority owned business and women business enterprises.
