MPUW26-02, 2026 Lead Service Line Replacements, 26NW1
Notice is hereby given that electronic bids will be received by the Manitowoc Public Utilities (MPU), 1303 South 8th Street, Manitowoc, Wisconsin 54220, until 2:30 p.m. on the 2nd day of April 2026 and then publicly opened at 2:30 p.m. on the same day. All bids shall be in strict accordance with the bidding documents on file at the office of the Manitowoc Public Utilities.
The work for which bids are asked includes the following:
Replacement and abandonment of up to 733 private lead service lines (LSL) in an area generally described as north of the Manitowoc River and west of N 11th Street. Work includes up to 410 full lead service line replacements from the watermain to the water meter, up to 114 replacements of the home portion only (from the curb stop to the water meter), up to 119 replacements of the street portion only (from the watermain to the curb stop), and up to 90 abandonments of unused lead service lines. Work may include, but is not limited to, the procurement of street, plumbing and electrical permits, coordinating and scheduling the installation with the property owner, installation of a new water service line utilizing trenchless technology, abandonment of the LSL, water meter installation, reconnection to the interior water distribution piping, residential cross connection inspection, electrical grounding modifications, and street restoration (if applicable).
A mandatory pre-bid meeting will be held at the MPU Main Office, 1303 S 8th Street, Manitowoc on Thursday, March 19th, 2026 at 2:30 pm.
Plans and detailed specifications, together with form of contract and bond, will be available to contractors for a non-refundable fee of $50.00. All Bidders shall be required to file or have on file with Manitowoc Public Utilities, a completed Bidder's Proof of Responsibility form, with receipt not less than five (5) days prior to the time of opening these Bids. Only Bidders who have demonstrated their qualifications to perform the work will be permitted to bid. Forms are included with the Bidding Documents. Manitowoc Public Utilities encourages Minority-and Women-Business Enterprises (MBE/WBE) and other Disadvantaged Business Enterprises (DBE) to submit bids for this project.
The Utility's Lead Water Service Lateral Replacement Program makes use of Federal funds and therefore contractors, plumbers and electricians shall adhere to Use of the American Iron & Steel requirements for the water service, the meter setting rebuild and electrical grounding. Contractors shall comply with the Davis-Bacon Act for all lead service lateral replacements, including meter setting rebuilds and electrical grounding. Davis Bacon requires the use of prevailing wage rates as established by the U.S. Department of Labor. Also, all work shall comply with Use American Iron & Steel (AIS) and Build America Buy America (BABA) requirements. When subcontracting any portion of water service lateral work, all contractors must abide by the EPA's Disadvantaged Enterprise (DBE) regulations, which includes publishing bid ads containing the required DBE language. Each bid shall be accompanied by a bidder's bond on an MPU form naming the Manitowoc Public Utilities as obligee, or a cashiers' or certified check made payable to the Manitowoc Public Utilities equal to at least 5% of the amount of the bid, which shall be forfeited to MPU in the event that the bidder fails to enter into a contract within fifteen (15) days of award.
Manitowoc Public Utilities reserves the right to reject any and all bids, to waive irregularities and informalities therein, and to award the contract in the best interest of MPU to the lowest responsible bidder. Bids arriving after the designated time will be returned unopened. No bidder may withdraw its bid within sixty (60) days after the scheduled closing time for the receipt of bids.
