Minutes of the Roland City Council

Wednesday, Meeting March 4, 2026

The Roland City Council met in regular session on Wednesday, March 4, 2026. The meeting was held at 6:00 pm at Roland City Hall with Mayor Pro Tem Jonathan Kepley presiding. Council Members Present: Riley Larson, Doug Sargent, Aaron Burres, Curtis Kentner and Jonathan Kepley.
Staff Present: City Clerk Mellisa Mattingly and City Manager Dalton Johnson. There were 3 people and 1 zoom visitors from the public.
Mayor Pro Tem led in the Pledge of Allegiance.
A motion was made by Burres and seconded by Sargent to approve the consent agenda for this meeting including Agenda for March 4, 2026, Minutes from February 18, 2026, regular council meeting and Minutes for February 25, 2026, Budget Meeting, and Claims for February 18, 2026, in the amount of $45,322.78. All in Favor. Motion Carried.
Open Forum: Martin Chitty spoke with Council.
Department Head Reports: City Manager and City Clerk gave reports to the Council. No action was taken.
A motion was made by Sargent and seconded by Larson to open the public hearing on the proposed establishment of the 2026 Roland Housing Urban Renewal Area at 6:17 p.m. All in Favor. Motion Carried.
There was no comment from the public at this time.
A motion was made by Burres and seconded by Kentner to close the public hearing on the proposed establishment of the 2026 Roland Housing Urban Renewal Area at 6:19 p.m. All in Favor. Motion Carried.
A motion was made by Burres and seconded by Sargent to approve Resolution 26-18 A Resolution to declare necessity and establish an Urban Renewal Area, pursuant to Section 403.4 of the Code of Iowa and to approve Urban Renewal Plan and Projects for the 2026 Housing Urban Renewal Area. Roll Call Vote. Aye: Kentner, Sargent, Larson, Burres, Kepley. Nay: None. Absent: Kentner. Abstain: None. Motion Carried.
A motion was made by Burres and seconded by Kentner to approve the first reading of Ordinance 166 an ordinance providing for division of taxes levied on taxable property in the 2026 Roland Housing Urban Renewal Area, pursuant to Section 403.19 of Code of Iowa. Roll Call Vote: Aye: Larson, Burres, Kepley, Kentner, Sargent. Nay: None. Absent: None. Abstain: None. Motion Carried.
A motion was made by Burres and seconded by Sargent to approve waving the second and third readings of Ordinance 166 an ordinance providing for division of taxes levied on taxable property in the 2026 Roland Housing Urban Renewal Area, pursuant to Section 403.19 of Code of Iowa. Roll Call Vote: Aye: Kepley, Kentner, Sargent, Larson, Burres. Nay: None. Absent: None. Abstain: None. Motion Carried.
A motion was made by Burres and seconded by Kentner to approve the final reading of Ordinance 166 an ordinance providing for division of taxes levied on taxable property in the 2026 Roland Housing Urban Renewal Area, pursuant to Section 403.19 of Code of Iowa. Roll Call Vote: Aye: Kepley, Kentner, Sargent, Larson, Burres. Nay: None. Absent: None. Abstain: None. Motion Carried.
A motion was made by Burres and seconded by Sargent to approve Resolution 26-19 A Resolution approving setting a date of meeting at which it is proposed to approve the development agreement with Keystone Equity Group, L.L.C, including annual appropriation tax increment payments. Roll Call Vote. Aye: Sargent, Burres, Kepley, Kentner, Larson. Nay: None. Absent: None. Abstain: None. Motion Carried.
Council discussed the Planning and Zoning application from Heather Thiel.
A motion was made by Burres and seconded by Larson to appoint Heather Thiel to the Planning and Zoning Board. All in Favor. Motion Carried.
A motion was made by Sargent and seconded by Kentner to postpone acting on well drilling until the DNR gets back to us. All in Favor. Motion Carried. Larson Abstained.
A motion was made by Burres and seconded by Larson to approve the mayor to sign the agreement with Martin Gardner Architecture for 201 N Main St. Roll Call Vote. Aye: Kepley, Kentner, Sargent, Larson, Burres. Nay: None. Absent: None. Abstain: None. Motion Carried.
A motion was made by Burres and seconded by Kentner to approve the third amendment to tower and ground space lease with T-Mobile. Roll Call Vote. Aye: Kentner, Burres, Kepley, Larson, Sargent. Nay: None. Absent: None. Abstain: None. Motion Carried.
Open Forum: Mellisa Kepley asked about garbage containers when we which companies in July.
Mayor and Council Reports/Comments: Burres asked about scrap metal day. Larson asked about asphalting the alleyways.
Sargent made a motion for adjournment of the meeting at 6:43 pm seconded by Kentner. All in Favor. Motion carried. The next regular meeting will be Wednesday March 18, 2026, at 6:00 pm at Roland City Hall.
