INVITATION TO BID
Sealed bids for the “Quincy Township Salt Storage Shed” will be received until 4:30 P.M. on April 6th, 2026. Bids shall be sent or hand-delivered to the attention of Mr. Kenneth Myers at the Quincy Township Municipal Office, 7575 Mentzer Gap Road, Waynesboro, PA 17268. Hand-delivered bids will be received during regular business hours from 8:00 AM to 4:30 PM, Monday through Friday. Bids will be opened and read aloud at the Quincy Township Municipal Office by the Board of Township Supervisors at their April 6th, 2026 regular meeting, which begins at 6:30 PM. Notice of intent to award the contract will be provided by the Board of Township Supervisors no later than April 23, 2026.
The contract involves the construction of a 3-bay 45’x63’4” metal roofed Salt Storage Shed at the Quincy Township Maintenance Complex located on Landfill Road in Quincy Township, Franklin County, PA. The contract also involves construction of a concrete apron, some hot mix asphalt paving work and site restoration work.
Prospective bidders may secure contract documents by applying to Martin & Martin, Inc., 37 South Main Street, Suite A, Chambersburg, PA 17201-2251; Telephone 717-264-6759; FAX 717-264-7339. A non-refundable fee of $95.00 payable to Martin & Martin, Inc. must accompany a request for bidding documents.
Attention is called to the fact that not less than the Pennsylvania prevailing wage rates set forth in the contract documents must be paid on this project; that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap; and that to the greatest extent feasible, opportunities for training and employment be given to lower income residents of the project area; and that to the greatest extent feasible, businesses located in the project area or owned in substantial part by project area residents shall be utilized.
No bid will be considered unless accompanied by a certified check, bank cashier’s check or bid bond payable to Quincy Township in an amount equal to ten (10%) percent of the bid total. A performance bond in the amount of the 100% of the base bid, as well as a payment bond in the amount of 100% of the base bid, shall be required of the successful bidder.
Bids must be submitted in compliance with all contract documents. The successful bidder shall comply with all the provisions of the Contract Documents. The Township, also referred to as the Owner, reserves the right to reject any and all bids or to waive any informality in the bidding.
