DESIGN/ENGINEERING CONSULTING SERVICES
CONTINUING CONTRACT
FOR FEDERALLY FUNDED PROJECTS
ENGINEERING STRUCTURES SPECIALIST TO SUPPORT FIRE RESCUE URBAN SEARCH AND RESCUE DEPLOYMENTS

Pursuant to the Brooks Act, 40 USC 1101 and Florida Statutes 287.055 and County PPM # CW-O-048, notice is hereby given that Palm Beach County is seeking proposals from qualified engineering firms to provide urban search and rescue deployment services to Palm Beach County’s Fire Rescue on a task assignment basis.
Task assignments will be subject to scope definition and determination of level of effort on a task-by-task basis. Generally, task assignments could include professional engineering services, customary civil, structural, mechanical, plumbing, and electrical engineering services necessary as part of the response effort to a man-made or natural disaster.
Work may include responding in as a part of a resource team to incidents that involve structural integrity which endangers public safety; performing structural components and building integrity size-up; assisting with structural triage for rescue purposes; determining the needs for shoring and securing buildings or structures if compromise to integrity exists; supervising (and providing professional advise/direction regarding to) emergency shoring operations performed by fire department and/or urban search and rescue personnel as necessary to ensure proper and appropriate shoring methods and procedures are performed; coordinating and communicating structural related hazard mitigation; and providing direction to emergency personnel responding to the emergency with regards to rigging and/or removal of structural building components amongst other related duties. Study Activity costs of each project assigned will not exceed $500,000, as may be amended or adjusted under the Florida Statutes related to continuing contracts and will require an architectural/engineering firm as the lead consultant.
Up to three (3) firms will be selected for a three-year contract with two optional renewals of one (1) year each.
Projects assigned under this continuing contract will be funded in whole or in part with federal funds. Firms submitting proposals must be familiar with the detailed federal requirements applicable to projects funded with federal grants that are described in detail in the Request for Proposals (RFP).
Projects under this Continuing Contract may also be funded in whole or in part with State grants.

Proposals are due by 3:00 P.M. on April 17, 2026, at the Palm Beach County Facilities Development & Operations Department, 2633 Vista Parkway, West Palm Beach, FL 33411-5604.
Non-Mandatory Pre-Proposal Conference. Proposers are invited to attend a non-mandatory pre-proposal conference to be held on March 24, 2026, at 3:00 P.M. 2633 Vista Parkway, West Palm Beach-1st Floor Training Room. Attendance at this pre-proposal conference is strongly recommended and encouraged.
Responses will be evaluated based on the selection criteria set out in the RFP.
Prior to submission of a proposal, any firm or individual, as prime consultant or as a sub-consultant, desiring to provide architectural, engineering, landscape architectural, or surveying and mapping professional services to Palm Beach County must first be CCNA certified by the County’s Engineering and Public Works Department as qualified pursuant to law and in accordance with the most recent administrative procedures for awarding of design professional consulting contracts adopted by Palm Beach County.
