NOTICE TO BIDDERS   NOTICE IS HERBY GIVEN that Sealed bids or proposals for the 2026 MILLING PROJECT will be received by the Upper Moreland Board of Commissioners, 117 Park Avenue, Willow Grove PA 19090 until 10:00 A.M. on Tuesday, March 31, 2026, at which time and place they will be publicly opened and read aloud. The Project will be known as the 2026 MILLING PROJECT.   The Project consists of milling of various roads, totaling approximately 20,581 square yards.   Sets of these documents may be obtained only at the Township Manager’s office, 117 Park Avenue, Willow Grove, PA 19090 for a fee of $25.00 (per set) payable to Upper Moreland Township.   A certified check or bank draft made payable to the order Upper Moreland Township or a satisfactory Bid Bond executed by the bidder and acceptable surety, in an amount equal to ten percent (10%) of the total bid amount shall be submitted with each bid.   The successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bond and Labor & Materials Bond in the amount of one hundred percent (100%) of the contract and a Maintenance Bond in the amount of 10 percent (10%) of the Contract.   Bidders are required to comply with the Pennsylvania Prevailing Wage Act of 1961, P.L., 987, No. 442, where the estimated cost of the total project is in excess of Twenty-Five Thousand Dollars ($25,000).   Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their gender, race, creed or color.   Upper Moreland Township hereby reserves the right, which is understood and agreed to by all bidders, to refuse any or all bids submitted, or any portion thereof and also reserves the right to waive any informalities in bids received.   No bidder may withdraw his bid within 60 days after the actual date of opening thereof.   By order of the Board of Commissioners of Upper Moreland Township Patrick T.
