NOTICE TO BIDDERS
HIGHWAY PAVING MATERIALS
Sealed proposals will be received by the Township of Upper Moreland until 10:00 A.M. on Tuesday, March 31, 2026, at the Upper Moreland Township Building, 117 Park Avenue, Willow Grove, PA 19090 for furnishing highway paving materials. Bids will be opened by a representative of the Township, Public Works Director, at the same time.
Bids must be in a sealed envelope and marked on the outside “BID FOR HIGHWAY PAVING MATERIALS” and addressed to the Township Manager, 117 Park Avenue, Willow Grove, PA 19090.
Bidding documents are available at the Upper Moreland Township building located at 117 Park Avenue, Willow Grove, PA 19090.
The bidder will provide with bid, the mix design for all paving materials.
The municipality may withdraw or reduce the quantity of any item or terminate or reduce the scope of the contract.
(a) All materials will conform to PennDOT Publication 408 specifications and accepted construction practices.
(b) The supplier will also supply the municipality with a daily “Bituminous Material Certification” on a TR-465 or CS-4171 within 24 hours of placing the bituminous material for each day’s placement.
Asphalt to be either picked up at the point of origin of the successful bidder’s location nearest to Upper Moreland Township or shall be delivered as per the Township’s instructions. If applicable, the Prevailing Wage Law applies to the personnel used to make the delivery. Prevailing wages for 2026 Project Rates attached (Serial Number: 26-00122).
Contractor must have the capability of delivering no less than 400 tons per day.

All bids received will be in effect for one (1) year from date of bid award.
Each bid must be accompanied by a certified check or bid bond in the amount of 10% of the bid, made payable to “Upper Moreland Township”.
The Board of Commissioners reserves the right to reject any and all bids or parts of any bid.
