The City of Wilmington will receive sealed bids
at the Division of Procurement & Records, 5th Fl., Louis L. Redding Bldg.,
800 French St., Wilm., DE 19801 for:
26019PW – 11TH STREET DRY WEATHER PUMP STATION PROJECT
The 11th St. Dry Weather Pump Station project consists of obtaining all required permits; demolition of the existing traffic division maintenance building and associated electrical and site infrastructure; and construction of a new Power and Control Building and Dry Weather Pump Station (DWPS). Work includes installation of reinforced concrete foundations and pads, medium-voltage electrical equipment and transformers (owner-furnished), duct banks and wiring, largediameter piping connections, valves, flow metering vaults, stormwater improvements, rock excavation, grading, paving, and site restoration. The project also includes phased electrical changeovers to maintain continuous operations, integration with existing pump station facilities, SCADA and controls programming, security components, coordination with utility providers and other ongoing contracts, and all associated mechanical, HVAC, and electrical work necessary for a complete and operational system.
This project is funded by the Delaware Water Pollution Control Revolving Loan Fund: therefore, bidders and the successful contractor must comply with the related Program Requirements. Bidders must comply with the American Iron and Steel (AIS) requirements. This project is subject to State of Delaware Prevailing Wage Rates regulations and the Davis Bacon Wage Rates, whichever is higher. Bidders must follow the “Good Faith Efforts” in providing opportunities to Disadvantaged Business Enterprises (DBE) in preparation of their bids and procurement of construction, supplies, and services. A bid bond in the amount of 10% of the total bid is required to be submitted with the bid on this contract.

at the site: Traffic Shop - 1010 E. 11th Street,
Wilmington, DE 19802. Attendance is not mandatory.
Bids Due: Tuesday, April 21, 2026, at 3:00 p.m., to the Procurement Division 5th Floor, Louis L. Redding City/County Building, 800 French Street, Wilmington, DE 19801. Bids can also be left in the drop box marked
“PROCUREMENT” located on the first floor in front of the guard station. All bids must be submitted in a sealed envelope and will be publicly opened and read at the designated bid opening time.
