NOTICE OF REQUEST FOR STATEMENT OF QUALIFICATIONS   The Town of Spencer is requesting interested parties to submit a statement of qualifications for the provision of engineering, design and technical assistance services for the construction of a sewer extension to serve a county business/industrial park, connecting to and becoming a part of the Town of Spencer Wastewater Treatment System. The scope of work includes, but is not limited to, the preparation of site evaluation guidelines, preparation of the preliminary engineering report (PER), the environmental narrative, technical assistance services, final design and bidding specifications for the construction, mapping and overall general administration and inspection representation of the project.   That Statement of Qualifications shall include (1) name, address and brief description of the firm, (2) resumes of key personnel to be assigned to this project as well as a list of professional staff members, (3) a description of expertise, experience and resources directly relevant and available for the proposed project, (4) a list of similar projects previously completed, (5) a list of references, (6) description of firms proposed approach to the study and how it intends to provide the full range of engineering services necessary to assure the correct, complete and timely execution of the project to the satisfaction of the town council and in full compliance with federal and state laws, rules and regulations, and (7) name, title, address and telephone number of the individuals with authority to negotiate and bind the applicant contractually and who also may also be contacted during the period of proposal evaluation.   Statement of Qualifications evaluation criteria shall include (1) specialized experience or technical expertise of the organization and its personnel in connection with the scope of services to be provided and the complexity of the project (50 points), (2) past record of performance on contracts with community and other clients including quality of work, timeless timeliness and cost control (50 points), (3) familiarity of the organization with the project and the types of problems applicable to the project. (50 points), and (4) capacity of the organization to perform the work within time limitations taking into consideration the current and planned workload of the firm (50 points)   A link to the request for qualifications (“RFQ”) for the project has been posted on the Town of Spencer website at www.spencer.in.gov or by contacting the Town Clerk Treasurer at 812-829-3213.   All responses to the RFQ must be filed with the Spencer Town Clerk Treasurer, 90 N West Street, Spencer, IN 47460 no later than 4:00 p.m. on April 6, 2026. The Statement of Qualifications must include one (1) original, three (3) copies , and one electronic version in PDF format and must be in a sealed envelope marked “Statement of Qualifications for the Town of Spencer Wastewater Project” Responses will be opened at 6:00 p.m. April 6, 2026 at the Town Hall, 90 N West St, Spencer.
