AN ORDINANCE OFFICIAL NOTICE Published by Authority of the Common Council of the City of Appleton Office of the City Clerk, Appleton Notice is hereby given that the following Ordinances were adopted by the Common Council on March 18, 2026 and approved by the Mayor on the 18th day of March 2026. 13-26 AN ORDINANCE AMENDING SECTION 4-278 OF CHAPTER 4 OF THE MUNICIPAL CODE OF THE CITY OF APPLETON, RELATING TO WATER SUPPLY SYSTEMS AND WATER SERVICE. (Community Development Committee – 03-04-2026) The Common Council of the City of Appleton does ordain as follows: Section 1: That Section 4-278 of Chapter 4 of the Municipal Code of the City of Appleton, relating to water supply systems and water service, is hereby amended to read as follows: Sec. 4-278. Water supply systems and water service. (a) Water service. (1) Commercial buildings a. Size. The water service or building supply pipe to any building shall be of sufficient size to provide an ample flow of water under maximum use to all fixtures and points of service. Such size shall be determined by standards set forth in the Wisconsin State Plumbing Code. (2) Residential buildings. a. Size. The minimum size water service for new residential one- and two-family constructed dwellings shall be either 1" diameter copper or 1.25" diameter plastic, but in all cases, the service shall be large enough to accommodate the anticipated load of the building it is serving. All water service materials shall comply with Table 384.30-7 of the Wisconsin State Plumbing Code. (b) Duplex water service. (1) Each lateral must be directly connected to the utility's water main. There cannot be any other connection after the utility shut-off valve. (2) Owners of two family dwellings who want each unit to be individually metered must provide the necessary premise plumbing and meter settings. The plumbing and meter settings must allow the utility to disconnect service to one customer without affecting service to another customer. a. Necessary plumbing and meter settings are as follows: 1. Separate water services and separate utility shut-off valves shall be installed downstream of the public connection to the utility's water main. 2. Water distribution piping shall be fully separated to eliminate any form of cross connection between tenants. Section 2: This ordinance shall be in full force and effect from and after its passage and publication. 14-26 AN ORDINANCE AMENDING SECTION 19-86 OF CHAPTER 19 OF THE MUNICIPAL CODE OF THE CITY OF APPLETON, RELATING TO PARKING RESTRICTIONS. (Municipal Services Committee 03-04-2026) The Common Council of the City of Appleton does ordain as follows Section 1: That Section 19-86 of Chapter 19 of the Municipal Code of the City of Appleton, relating to parking restrictions, is hereby created as follows. This ordinance supersedes and repeals any conflicting ordinance regarding parking in the designated area. Parking be prohibited on the south side of Melrose Avenue from Alexander Street to Ballard Road. Section 2: This ordinance shall be in full force and effect from and after its passage and publication, and upon its passage and publication, the Traffic Engineer is authorized and directed to make the necessary changes in the Parking District Map in accordance with this Ordinance. 15-26 AN ORDINANCE AMENDING SECTION 19-86 OF CHAPTER 19 OF THE MUNICIPAL CODE OF THE CITY OF APPLETON, RELATING TO PARKING RESTRICTIONS. (Municipal Services Committee 03-04-2026) The Common Council of the City of Appleton does ordain as follows: Section 1: That Section 19-86 of Chapter 19 of the Municipal Code of the City of Appleton, relating to parking restrictions, is hereby created as follows. This ordinance supersedes and repeals any conflicting ordinance regarding parking in the designated area. Parking be prohibited on the west side of Alexander Street from Glendale Avenue to Melrose Avenue. Section 2: This ordinance shall be in full force and effect from and after its passage and publication, and upon its passage and publication, the Traffic Engineer is authorized and directed to make the necessary changes in the Parking District Map in accordance with this Ordinance. 16-26 AN ORDINANCE AMENDING SECTION 19-86 OF CHAPTER 19 OF THE MUNICIPAL CODE OF THE CITY OF APPLETON, RELATING TO PARKING RESTRICTIONS. (Municipal Services Committee 03-04-2026) The Common Council of the City of Appleton does ordain as follows: Section 1: That Section 19-86 of Chapter 19 of the Municipal Code of the City of Appleton, relating to parking restrictions, is hereby created as follows. This ordinance supersedes and repeals any conflicting ordinance regarding parking in the designated area. Parking be prohibited on the south side of Bell Avenue from Summit Street to Richmond Street (STH 47). Section 2: This ordinance shall be in full force and effect from and after its passage and publication, and upon its passage and publication, the Traffic Engineer is authorized and directed to make the necessary changes in the Parking District Map in accordance with this Ordinance. 17-26 AN ORDINANCE AMENDING SECTION 19-5 OF CHAPTER 19 OF THE MUNICIPAL CODE OF THE CITY OF APPLETON, RELATING TO THE ERECTION OF OFFICIAL TRAFFIC SIGNS AND SIGNALS. (Municipal Services Committee 03-04-2026) The Common Council of the City of Appleton does ordain as follows: Section 1: That Section 19-5 of Chapter 19 of the Municipal Code of the City of Appleton, relating to the erection of official traffic signs and signals, is hereby created as follows: INSTALL STOP SIGNS ON: Bell Avenue at Summit Street Section 2: This Ordinance shall be in full force and effect from and after its passage and publication, and upon its passage and publication, the Traffic Engineer is authorized and directed to erect and maintain the appropriate standard traffic signs, signals and markings, giving notice of the provisions of this Ordinance. 18-26 AN ORDINANCE AMENDING SECTION 19-5 OF CHAPTER 19 OF THE MUNICIPAL CODE OF THE CITY OF APPLETON, RELATING TO THE ERECTION OF OFFICIAL TRAFFIC SIGNS AND SIGNALS. (Municipal Services Committee 03-04-2026) The Common Council of the City of Appleton does ordain as follows: Section 1: That Section 19-5 of Chapter 19 of the Municipal Code of the City of Appleton, relating to the erection of official traffic signs and signals, is hereby created as follows: INSTALL ALL WAY STOP CONTROL AT: Durkee Street / Florida Avenue intersection Section 2: This Ordinance shall be in full force and effect from and after its passage and publication, and upon its passage and publication, the Traffic Engineer is authorized and directed to erect and maintain the appropriate standard traffic signs, signals and markings, giving notice of the provisions of this Ordinance. 20-26 AN ORDINANCE AMENDING SECTION 19-86 OF CHAPTER 19 OF THE MUNICIPAL CODE OF THE CITY OF APPLETON, RELATING TO PARKING RESTRICTIONS. (Municipal Services Committee 03-04-2026) The Common Council of the City of Appleton does ordain as follows: Section 1: That Section 19-86 of Chapter 19 of the Municipal Code of the City of Appleton, relating to parking restrictions, is hereby repealed: Ord. 172-64: "Two hour parking, 9:00 a.m. to 5:00 p.m., the north side of East Summer Street from the east line of North Lawe Street to the west line of North Meade Street." Section 2: This ordinance shall be in full force and effect from and after its passage and publication, and upon its passage and publication, the Traffic Engineer is authorized and directed to make the necessary changes in the Parking District Map in accordance with this Ordinance. 21-26 AN ORDINANCE AMENDING SECTION 19-86 OF CHAPTER 19 OF THE MUNICIPAL CODE OF THE CITY OF APPLETON, RELATING TO PARKING RESTRICTIONS. (Municipal Services Committee 03-04-2026) The Common Council of the City of Appleton does ordain as follows: Section 1: That Section 19-86 of Chapter 19 of the Municipal Code of the City of Appleton, relating to parking restrictions, is hereby created as follows. This ordinance supersedes and repeals any conflicting ordinance regarding parking in the designated area. Parking be prohibited on the north side of Summer Street from Lawe Street to a point 16 feet east of Lawe Street. Section 2: This ordinance shall be in full force and effect from and after its passage and publication, and upon its passage and publication, the Traffic Engineer is authorized and directed to make the necessary changes in the Parking District Map in accordance with this Ordinance. 22-26 AN ORDINANCE AMENDING SECTION 19-86 OF CHAPTER 19 OF THE MUNICIPAL CODE OF THE CITY OF APPLETON, RELATING TO PARKING RESTRICTIONS. (Municipal Services Committee 03-04-2026) The Common Council of the City of Appleton does ordain as follows: Section 1: That Section 19-86 of Chapter 19 of the Municipal Code of the City of Appleton, relating to parking restrictions, is hereby created as follows. This ordinance supersedes and repeals any conflicting ordinance regarding parking in the designated area. Parking be restricted to two hours, from 9:00 a.m. to 5:00 p.m., on the north side of Summer Street from a point 16 feet east of Lawe Street to a point 255 feet east of Lawe Street. Section 2: This ordinance shall be in full force and effect from and after its passage and publication, and upon its passage and publication, the Traffic Engineer is authorized and directed to make the necessary changes in the Parking District Map in accordance with this Ordinance. 23-26 AN ORDINANCE AMENDING SECTION 19-86 OF CHAPTER 19 OF THE MUNICIPAL CODE OF THE CITY OF APPLETON, RELATING TO PARKING RESTRICTIONS. (Municipal Services Committee 03-04-2026) The Common Council of the City of Appleton does ordain as follows: Section 1: That Section 19-86 of Chapter 19 of the Municipal Code of the City of Appleton, relating to parking restrictions, is hereby created as follows. This ordinance supersedes and repeals any conflicting ordinance regarding parking in the designated area. Parking be prohibited on the north side of Summer Street from Meade Street to a point 95 feet west of Meade Street. Section 2: This ordinance shall be in full force and effect from and after its passage and publication, and upon its passage and publication, the Traffic Engineer is authorized and directed to make the necessary changes in the Parking District Map in accordance with this Ordinance. 24-26 AN ORDINANCE CREATING SECTION 19-12 OF CHAPTER 19 OF THE MUNICIPAL CODE OF THE CITY OF APPLETON, RELATING TO IMPOUNDMENT OF VEHICLES USED IN RECKLESS DRIVING OFFENSES. (Safey and Licensing Committee – 03-04-2026) The Common Council of the City of Appleton does ordain as follows: Section 1: That Section 19-12 of Chapter 19 of the Municipal Code of the City of Appleton, relating to impoundment of vehicles used in reckless driving offenses, is hereby created to read as follows: Sec. 19-12. Impoundment of vehicles used in reckless driving offenses. (a) Statutory authorization and interpretation. This section is adopted pursuant to Wis. Stat. §349.115. It shall be interpreted and enforced in compliance with the same. (b) Authority to impound vehicles used in reckless driving offenses. A law enforcement officer of the Appleton Police Department may impound any vehicle used in the commission of a violation of §346.62 or Appleton Municipal Code Sec. 19-1 (adopting Wis. Stat. §346.62) at the time of issuing a citation or making an arrest for the offense. (c) Recoverable costs. The vehicle impounded may be held until the reasonable costs of impounding the vehicle, including towing or other transportation costs and storage costs, and any outstanding fine or forfeiture owed by the owner of the vehicle are fully paid. Upon payment of all outstanding costs, the vehicle impounded under this section shall be returned to the owner. (d) Stolen vehicles. Upon impounding a vehicle under this section, the Appleton Police Department shall make a reasonable effort to determine if the vehicle has been reported as stolen. If the Appleton Police Department determines that the vehicle has been reported as stolen, it shall make a reasonable attempt to contact the owner. The vehicle impounded under this section shall be returned to its owner without the payment of a fee or charge if it was reported stolen. (e) Disposal of unclaimed stolen vehicles. If a vehicle reported as stolen remains unclaimed for more than 60 days after impoundment, vehicle may be disposed of following the same procedure as provided for disposing of an abandoned vehicle under Wis. Stat. §342.40. (f) Disposal of unclaimed vehicles. A vehicle impounded under this section that is not reported as stolen may be disposed of by following the same procedure as provided for disposing of an abandoned vehicle under Wis. Stat. §342.40 if the impounded vehicle remains unclaimed for more than 90 days after the disposition of the charge or citation for which the vehicle was impounded. (g) Severability. If any provision of this section is deemed invalid, such invalidity shall not affect the remaining provisions.
