ORDINANCE 26-029
An Ordinance to Amend the Zoning Code to Re-Zone the Former Hamilton Property, from I-1 (Industrial) to B-1 (Business), Located at Parcel No. 053-000-052-030.05
The ordinance renames the zoning classification for the property known as the former Thermo-Fisher/Hamilton site and several surrounding parcels from I-1 Industrial to B-1 Commercial.
Key Details
• Location: The affected area is situated along the East Twin River and includes multiple lots within Blocks 41, 52, 54, 55, 66, 67, 68, 69, and 70, as well as several recently vacated portions of 16th Street, 18th Street, and East River Street.
• Purpose: This amendment aligns the property with the City's Comprehensive Plan, which identifies this site as a high priority for commercial use rather than industrial operations.
• Objectives: * To facilitate the environmental remediation of the vacant brownfield site.
• To remove regulatory barriers that previously hindered the efficient reuse of the property.
• To attract new investment and ensure future land uses are compatible with the surrounding residential and social fabric of the community.
Adopted by the City Council of the City of Two Rivers, Manitowoc County, Wisconsin, on March 2, 2026.
