LEGAL NOTICE
The following are summaries of ordinances adopted by Canton City Council on Mar. 2, 2026. The complete text of the ordinances may be obtained for 10 cents per page or viewed free at the office of the Clerk of Council in City Hall, 218 Cleve. Ave. S.W., Canton, Ohio 44702, during non-holiday weekdays from 8:00 a.m. to 4:30 p.m.
Ordinance No. 26/2026
Council authorizes: starting annual salary of $101,000 for Clint Krendick for the position of Maintenance Chief at the Water Reclamation Facility; four weeks of vacation upon hire and four weeks of vacation annually until his time of service reaches the standard vacation schedule and the transfer of 1,200 sick leave hours from his previous position to Canton. Adopted as an emergency.
Ordinance No. 27/2026
Council reauthorizes the Interior Renovation Program (IRP) for 2026. The Mayor or Service Director is authorized to enter into all grant agreements necessary for the IRP. The Auditor is authorized to draw his warrants from the Admissions/Parking Tax Fund in an amount not to exceed $100,000. Adopted as an emergency.
Ordinance No. 28/2026
Council authorizes Canton to receive and deposit Adult Use Cannabis tax dollars into the general fund and classify them as intergovernmental revenues. Adopted as an emergency.
Ordinance No. 29/2026
Council authorizes funding the Canton Community Improvement Corp. (CCIC) for a two-year period, beginning retroactive to Jan. 1, 2026 and continuing through Dec. 31, 2027, utilizing general fund dollars in an amount of $50,000 per year to fund operations of the CCIC, which include administrative costs, payment of real estate taxes and maintenance costs for the CCIC properties, professional services and economic development related expenses. Adopted as an emergency.
Ordinance No. 30/2026
Council re-establishes the Storefront Reinvestment Program (SRP) that is funded in the amount of $150,000 of Admissions Tax funds. Council finds that the expenditure of the funds is a public purpose and necessary for economic development of Canton. The SRP will provide grants in the form of a 50% rebate, up to $25,000 for eligible expenses including bringing the property into code compliance, renovation, façade and related improvements, and design and installation of new signage. The Mayor or Safety Director is authorized to enter into SRP grant agreements. The Auditor is authorized to draw his warrants upon receipt of vouchers approved by the proper departmental authority from the Admissions Tax Fund in an amount not to exceed $150,000. Adopted as an emergency.
Ordinance No. 31/2026
Council re-establishes and expands the Housing Development and Beautification Program to incorporate the Neighborhood Priority Action Areas in Canton as outlined in Ex. A of the ordinance. The Auditor is authorized to draw his warrants from Neighborhood Funds in an amount not to exceed $200,000 and the Admissions Tax Fund in an amount not to exceed $200,000. Adopted as an emergency.
Ordinance No. 32/2026
Council re-establishes the Public Realm Reinvestment Program (PRRP) that is funded in the amount of $25,000 of Admissions Tax funds. Council finds that the expenditure of the funds is a public purpose and necessary for economic development of Canton. The PRRP will provide grants in the form of a 50% rebate, up to $12,500, for eligible expenses within the public realm such as parking lots, sidewalks, landscaping and aesthetic enhancements, outdoor dining areas and sidewalk café improvements, streetscape furnishings and appurtenances, kiosks and environmental signage/art. The Mayor or Safety Director is authorized to enter into PRRP grant agreements. The Auditor is authorized to draw his warrants upon receipt of vouchers approved by the proper departmental authority from the Admissions Tax Fund in an amount not to exceed $25,000. Adopted as an emergency.
Ordinance No. 33/2026
The Mayor or Safety Director is authorized to enter into any contracts necessary with Butcher and Son for the demolition of 705 6th St. NW “The Ritz.” Appropriation Ord. No. 243/2025 is amended by making the supplemental appropriation of $94,320 from the Unappropriated Balance of 5701 Bldg. Code Fund. Adopted as an emergency measure.
Ordinance No. 34/2026
The Clerk of Council, pursuant to Chapter 947 of the Codified Ordinances and Chapters 701 and 743 of the Ohio Revised Code, is authorized to certify the list of unpaid and delinquent charges for board ups/clean ups/demolition services performed on behalf of the Building and Code Dept. attached as Ex. A of the ordinance, to the Stark County Auditor, to be entered upon the tax duplicate to be liens upon such lands from the date of entry and to be collected as other taxes and assessments. The Clerk of Council is authorized to delete any property owners’ names or adjust the dollar amounts owed, if applicable, prior to certification to the County Auditor provided that the Service Director, Safety Director or their designee provides documentation to do so. Adopted as an emergency.
Ordinance No. 35/2026
The Mayor or Service Director is authorized to advertise, receive bids, award, and execute all contracts necessary for the West Manor Area Water Main Replacement Project-Phase I (Project) and receive a grant from the Ohio Public Works Commission (OPWC) in the amount of $750,000 and a zero percent interest loan from the OPWC in the amount of $750,000 for this Project. The Auditor is authorized to pay all moral obligations for contract change orders that are otherwise approved by the Board of Control pursuant to Canton Codified Ordinance 105.14 within the established dollar amount thresholds for the Project. The Auditor is authorized to establish the 5257 West Manor Area Water Main Replacement Project – Phase I Fund to receive all loan, grant and revenue proceeds and track project expenditures. Appropriation Ord. No. 243/2025 is amended by making the supplemental appropriations of $1,500,000 from the Unappropriated Balance (UB) of 5257 West Manor Area Water Main Replacement Proj. – Phase I Fund and $1,700,000 from the UB of 5201 Water Fund. Adopted as an emergency.
Ordinance No. 36/2026
The Mayor or Service Director is authorized to enter into a 2-year contract with Downtown Canton Partnership, Inc. in the amount of $250,000 per year for 2026 & 2027 utilizing Comprehensive Plan funds. Adopted as an emergency.
Ordinance No. 37/2026
The Mayor or Service Director is authorized to enter into a contract change order with American Structurepoint, Inc. in an amount not to exceed $82,590 for engineering services related to the Fulton Ave. NW and 25th St. NW Intersection Improvement GP 1430, PID 121602. Appropriation Ord. No. 243/2025 is amended by making the supplemental appropriations of $50,000 from the Unappropriated Balance (UB) of 5413 Sewer Replacement Fund and $22,610 from the UB of 5201 Water Works Operating Fund. Adopted as an emergency.
Ordinance No. 38/2026
The Mayor or Service Director is authorized to enter into a contract change order/amendment with Environmental Design Group in an amount not to exceed $22,000 for engineering services related to the Tyler Ave. SE Area Sanitary Sewer Project, GP 1472.The Auditor is authorized to pay all moral obligations related to this change order. Appropriation Ord. No. 243/2025 is amended by making the supplemental appropriation of $927,600 from the Unappropriated Balance (UB) of 5413 Sewer Replacement Fund, $160,000 fromn the UB of 4501 Capital Projects Fund and $12,000 from the UB of 5201 Water Fund. Adopted as an emergency.
