Time and Place for Opening Bids: Sealed proposals for the 2026 Street Improvements, for the City of Loves Park, Winnebago County, Illinois, will be received at the City Clerk’s office of Loves Park City Hall at 100 Heart Boulevard, Loves Park, Illinois, 61111 until 10:00 AM. CST, Tuesday March 24, 2026 and at that time will be opened and read aloud. 2. Description of Work: milling and overlay, curb and gutter removal/installation and restoration, at various locations throughout the City. 3. Document Availability: Documents may be examined at the Loves Park, 100 Heart Boulevard, Loves Park IL, or Arc Design Resources, 5291 Zenith Parkway, Loves Park IL. Other Bidding Information: Not less than the prevailing rate of wages as determined by the Department of Labor or determined by the court upon review shall be paid to all laborers, workmen, and mechanics performing work under this contract. The City of Loves Park is exempt from Illinois state, municipal, or county Retailers Occupation Tax, Service Occupation Tax, and Service Use Tax as described in Illinois Compiled Statute Chapter 35. Bid prices shall not include the cost of such taxes. All bids must be accompanied by a Bidder’s bond, certified check, bank cashier’s check, or bank draft payable to the City of Loves Park for five percent (5%) of the total amount of the Bid as provided in the Bidder instructions. All bids must be accompanied by Affidavit of Compliance with City of Loves Park Ordinance No. 3941-14, establishing Responsible Bidder Requirements for Public Works Projects. 5. Rejection of Bids: The City Council reserves the right to reject any or all Bids and to waive technicalities.
