NOTICE OF DECISION
On March 12, 2026, the City of Elizabeth Zoning Board of Adjustment (the "Zoning Board") adopted a Resolution granting applicant, Team Express Elizabeth, LLC (the "Applicant"), Preliminary and Final Site Plan Approval, D(2) Use Variance, Bulk "C" Variances, and Design Waiver Relief for the property located at 323 Rahway Avenue, Elizabeth, New Jersey, further identified as Block 356, Lots 31.02 and 42 on the Tax Map of the City of Elizabeth (the "Property").
The Zoning Board approved Applicant's plan to renovate, expand and modernize the existing carwash facility located on the Property to become a "Team Car Wash" branded facility. Automated car wash facilities are not a permitted use in the C-2 or R-2 Zones, so the (d)(2) use variance was required.
The Zoning Board further approved the following bulk (c) variances as part of the application:
Minimum Side Yard Setback: Required: 3 ft, Existing/Proposed: 1.1 ft
Maximum Accessory Building Coverage: Permitted: 10%, Existing/Proposed: 24%
Maximum Impervious Coverage: Permitted: 75%, Existing/Proposed: 95%.
