BIDS FOR REFUSE AND RECYCLABLE COLLECTION
FOR Winterstown Borough
Notice is hereby given by Winterstown Borough Council that sealed bids shall be hand-delivered or mailed to the Borough Office Building, 12244 Winterstown Rd, Red Lion, PA 17356 until 3:00 P.M. on Tuesday April 14, 2026. The bids will be opened, reviewed, and awarded at the regular Winterstown Borough Council meeting at the above-listed address at 7:00 P.M. on Tuesday April 14, 2026. All bids must be plainly marked "BID FOR REFUSE COLLECTION AND RECYCLABLE COLLECTION FOR WINTERSTOWN BOROUGH" on the outside of the envelope. Bid forms and specifications may be picked up at the Borough Office during normal business hours. The work for which the bids are being solicited is the collection and disposal of refuse and recyclables within the Borough in accordance with the Specifications. The Specifications provide an escalator charge with respect to any changes in the contract tipping fee charged by the York County Solid Waste Refuse Authority. All bids must be accompanied by a certified or cashier's check, bank money order or bid bond with corporate surety in the amount of $2,500.00 payable to Winterstown Borough. The successful bidder shall be required to post a performance bond in the amount equal to that portion of the contract equal to the pricing for the first year of service within 20 days after the award has been made by Borough Council, which performance bond must be renewed, in advance at the coming year’s pricing, on an annual basis. The Winterstown Borough Council reserves the right to waive any technicalities or informalities and the right to reject any and all bids. No bidder may withdraw its bid for a period of 65 days after the date set for the opening thereof.
