NOTICE OF ANNUAL PUBLIC HEARING ON THE BUDGET, ANNUAL MEETING, SCHOOL DISTRICT ELECTION, AND VOTE NOTICE IS HEREBY GIVEN that the Board of Education of the Goshen Central School District, Orange County, New York, will hold a Public Hearing on the Budget at the Main Street Building, 227 Main Street, Goshen, New York, on Monday, May 11, 2026 at 6:30 P.M., for the purpose of presenting the budget for the 2026-2027 School Year. NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of money which will be required for School District purposes during the 2026-2027 school year (the Budget), exclusive of public monies, including the property tax report card and tax exemption reporting form, may be obtained by any resident of the District during business hours, beginning April 27, 2026 except Saturday, Sunday or holidays, at each of the District's schoolhouses, Goshen Public Library, and at the Administrative Offices, as well as on the District's website. NOTICE IS FURTHER GIVEN that the Annual Meeting, Election of Members of the Board of Education, and Vote on the Budget, will be held on Tuesday, May 19, 2026, between the hours of 6:00 AM and 9:00 PM, prevailing time, when the polls will be open for the purpose of voting, by voting machine: To elect two (2) Board of Education members as follows: one (1) member for a three-year term, commencing July 1, 2026 and ending June 30, 2029 due to the expiration of the term of office of John Sullivan; and one (1) member for a three-year term commencing July 1, 2026 and ending June 30, 2029 plus a remainder term commencing May 20, 2026 through June 30, 2026 due to the resignation of Ashley Salte. To vote upon the appropriation of the necessary funds to meet the estimated expenditures for School District purposes for the 2026-2027 School Year (the Budget – PROPOSITION NO. 1). To vote on the following proposition: PROPOSITION NO. 2 – STUDENT TRANSPORT VEHICLES PURCHASES RESOLVED, that the Board of Education of the Goshen Central School District, Orange County, New York, is hereby authorized to purchase student transport vehicles including incidental equipment and expenses in connection therewith, at a maximum estimated cost of $615,000, and said amount or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District shall be issued. NOTICE IS FURTHER GIVEN that petitions for nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District at her office in the Main Street building by no later than 5:00 P.M. on Monday, April 20, 2026. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions must be signed by at least 25 qualified voters of the District, shall state the name and residence address of each signer, and the name and residence address of the candidate. Petition forms may be obtained at the Office of the School District Clerk on weekdays when school is in session, during regular business hours, 8:00 AM to 4:30 PM. NOTICE IS FURTHER GIVEN that personal registration of voters is required pursuant to Section 2014 of the Education Law. If a voter has heretofore registered to vote with the School District and has voted at an annual or special school district meeting within the last four calendar years, s/he is eligible to vote at this election and vote. If an eligible voter is currently registered to vote with the Orange County Board of Elections, s/he is also eligible to vote in this election. All other persons who wish to vote must register with the Board of Registration or the Orange County Board of Elections. NOTICE IS FURTHER GIVEN that the Board of Registration will meet on Monday, May 11, 2026, between the hours of 4:00 PM and 8:00 PM, at the Main Street Building, Goshen, NY, for the purpose of preparing the register of the School District for the Election and Vote to be held on May 19, 2026, at which time any person shall be entitled to have his/her name placed upon such Register if he or she is known or proven to the satisfaction of the Board of Registration to be then or thereafter entitled to vote. The list of registered voters will be available for inspection in the Office of the School District Clerk on each of the five days prior to the day set for the School District Election and Vote, weekdays, between 8:00 AM and 4:30 PM, and Saturday, May 16, 2026, by appointment. NOTICE IS FURTHER GIVEN that Military Voters who are qualified voters of the District may obtain an application for a military ballot from the District Clerk at 227 Main Street, Goshen, NY 10924; Telephone (845) 615-6720; or email: maureen.farrell@gcsny.org by no later than 5:00 P.M. on April 24, 2026. The Military Voter may indicate their preference for receiving the application for a military ballot by mail, by facsimile, or by email. Military ballots will be mailed or otherwise distributed no later than 25 days before the election. Military ballots must be returned by mail or in person, and received by the District Clerk by 5:00 P.M. on May 19, 2026. NOTICE IS FURTHER GIVEN that applications for absentee ballots for the School District Election, and Vote may be obtained at the Office of the School District Clerk, Main Street Building, Goshen, NY, on weekdays when school is in session between the hours of 8:00 AM and 4:30 PM. The application must be received by the School District Clerk no more than thirty (30) days and at least seven (7) days prior to the election if the ballot is to be mailed to the voter or the day before the election, if the ballot will be personally picked up by the voter or the voter's designated agent set forth in the application, at the District Office. Absentee ballots must be received by the District Clerk by no later than 5:00 PM, prevailing time, on Tuesday, May 19, 2026. NOTICE IS FURTHER GIVEN that applications for early mail ballots for the School District Election and Vote may be obtained at the Office of the School District Clerk, Main Street Building, Goshen, NY, on weekdays when school is in session between the hours of 8:00 AM and 4:30 PM. The application must be received by the School District Clerk no more than thirty (30) days and at least seven (7) days prior to the election if the ballot is to be mailed to the voter or the day before the election, if the ballot will be personally picked up by the voter or the voter's designated agent set forth in the application, at the District Office. Early mail ballots must be received by the District Clerk by no later than 5:00 PM, prevailing time, on Tuesday, May 19, 2026. NOTICE IS FURTHER GIVEN that a list of all persons to whom absentee ballots, early mail ballots, and military ballots have been issued will be available for inspection to qualified voters of the District in the said office of the District Clerk during regular office hours, 8:00 AM to 4:30 PM, prevailing time, until the day of the Election and Vote. Any qualified voter may file a written challenge of the qualifications of a voter whose name appears on such list, stating the reasons for the challenge.
