CONSTRUCTION SERVICES
The City of Glendale is seeking a qualified construction manager/general contractor to provide design phase assistance and construction services as the Construction Manager at Risk (CMAR) for the improvements of city wells located in Pressure Zone 4 of the City’s water distribution system.
PROJECT DESCRIPTION
The City of Glendale’s (City) Water Services Department manages the City’s water resources portfolio, which is critical to the continued growth and prosperity of the City. Because of growth and extended drought conditions the City’s need for alternate water supplies has increased. Well evaluation reports completed in 2019 and 2021, along with the City’s 2022 Integrated Water Master Plan (IWMP) recognized groundwater supplies as critical facilities needed to meet the City’s short and long-term water resource needs.
A new well, referenced as City of Glendale Well No. 54, will be installed on the site of the Glendale West Area Water Reclamation Facility, at 5901 N. Glen Harbor Blvd. This site was selected because it is a strategic location that will benefit the City’s long-term water resources. Also, because water quality could be an issue there may also be a need for the installation of conveyance pipelines and a central groundwater treatment facility.
SCOPE OF WORK
The selected Construction Manager at Risk (CMAR) will provide pre-construction and construction services. The CMAR will work closely with the city and city’s design professional and will be an integral part of the project team during all phases of this project.
The CMAR begins with the firm in an agency support role for pre-construction services. At some point prior to construction, the CMAR will assume the risk of delivering the project through a guaranteed maximum price (GMP) contract. The CMAR will also be responsible for construction means and methods.
PRE-SUBMITTAL CONFERENCE
A Pre-Submittal Conference for the Zone 4 Wells and Distribution System Improvements project will be held Tuesday, April 7, 2026, at 2:30 p.m. The meeting will be held virtually on Zoom, Meeting ID: 836 0590 6700, Passcode: 070559. Interested parties are invited to attend this conference. At this meeting, staff will discuss the scope of work, general contract issues and respond to questions from the attendees. Because City staff may not have time to respond to individual inquiries regarding the scope outside of this pre-submittal conference, it is recommended that interested firms have a representative join the pre-submittal conference.

The RFQ submittal due date is: Thursday, April 23, 2026, no later than 2:00 p.m. Proposals must be submitted through the Vendor Self Service site. Any proposal received after this time will not be considered and will be returned to the submitting firm.
