PLANNING BOARD OF THE TOWNSHIP OF HADDON
NOTICE OF HEARING
PLEASE TAKE NOTICE:
That The Whitman Five LLC (the "Applicant") has filed an application for land development with the Planning Board of the Township of Haddon (the "Board") for Bulk Variance and Minor Site Plan Approval for site improvements for the re-opening of the historic bakery and residential previously in use at 15 and 17 Haddon Avenue, known as Block 27.09, Lots 32, 33, 34 and 35, in the C-1 Downtown Commercial Zoning District of the Township (the "Property"). The Applicant is also requesting a certificate of Non-Conforming Use for two (2) second floor apartments, or in the alternative, a Use Variance pursuant to N.J.S.A. 40:55D-70(d)(1) for the two (2) second floor apartments if the Board denies the Applicant's request for a Certificate of Non-Conforming Use.
The Applicant is proposing the following site improvements to the Property: (i) providing one (1) accessible parking space in the parking area accessed from Haddon Avenue for the bakery use; (ii) paving the on-site loading zone; (iii) providing an enclosed area for solid waste and recyclable containers; (iv) installing new facade and window signs; (v) providing four (4) paved parking spaces for the two (2) residential apartments; and (vi) planting new landscaping.
The Applicant's proposed development of the Property also requires variances pursuant to N.J.S.A. 40:55D-70(c)(1) and -70(c)(2) to permit the following: (a) one (1) ADA parking space for the bakery use where the Ordinance requires 5.5 parking spaces per 1,000 square feet; (b) nine (9) window and façade signs where two (2) are permitted; (c) an aggregate sign area of 231.14 square feet for the proposed window and façade signs where 48 square feet is permitted; (c) sign letters greater than 12 inches in height where the maximum sign lettering height permitted is 12 inches and (d) a sign height greater than 9 feet where the maximum height permitted is the lower of 9 feet or the bottom of the second floor windowsill.
No other relief is known to be required for the Applicant's development of the Property. However, the Applicant is seeking approval of the plans that are on file with the Board Administrator. To the extent that additional approvals, variances, waivers and exceptions are needed to implement these plans, those approvals, variances, waivers and exceptions are being sought.
A public hearing has been scheduled by the Board for Thursday, April 2, 2026 at 7:30 p.m., prevailing time, at the Haddon Township Municipal Building, 135 Haddon Avenue, Westmont. All interested parties are invited to attend the hearing and be heard. During the public hearing, any interested party will have an opportunity to view the hearing in its entirety, be heard, ask questions, provide comments or offer evidence. A copy of the Application, Plans and supporting documentation are on file in the Office of the Board Administrator, located at 10 Reeve Avenue, Haddon Township, and available for public inspection by interested persons. Anyone seeking to review these documents is advised to check the Township website at www.haddontwp.com or to contact the Board Administrator directly.
The Applicant reserves the right to supplement the submission either prior to or at the public hearing scheduled in this matter. At the hearing, or at any adjourned hearing date or location, all interested in the application will be afforded an opportunity to speak or otherwise to exercise the right granted to them under the Municipal Land Use Law of the State of New Jersey, N.J.S.A. 40:55D-1, et seq.
