LEGAL NOTICE TOWNSHIP OF PARSIPPANY-TROY HILLS MUNICIPAL ORDINANCES NOTICE OF INTRODUCTION NOTICE IS HEREBY GIVEN, that the following Ordinance was submitted in writing at a Meeting of the Township Council of the Township of Parsippany-Troy Hills, in the County of Morris and State of New Jersey, held on March 17, 2026 introduced and passed on first reading and the governing body will further consider the same for second reading and final passage thereof at a Meeting to be held on April 21, 2026 at 7:00 p.m., prevailing time, or as soon thereafter as the matter may be reached, at the Municipal Building in said Township at which time and place a Public Hearing will be held thereon by the governing body, and all persons and citizens in interest shall have an opportunity to be heard concerning same. A copy of this ordinance has been posted on the Bulletin Board in the Municipal Building. KHALED MADIN Township Clerk TOWNSHIP OF PARSIPPANY-TROY HILLS MORRIS COUNTY, NJ ORDINANCE NO. 2026:17 AN ORDINANCE OF THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF PARSIPPANY-TROY HILLS, MORRIS COUNTY, NEW JERSEY AMENDING AND SUPPLEMENTING CHAPTER 430 ZONING SECTION 430-8A, OF THE CODE OF PARSIPPANY-TROY HILLS EXPANDING THE DEFINITION OF PERSONAL SERVICES TO INCLUDE TATTOO ESTABLISHMENTS NOW, THEREFORE BE IT ORDAINED by the Township Council of the Township of Parsippany-Troy Hills, County of Morris, State of New Jersey, that the amendments set forth below are made to the revised General Ordinances of the Township of Parsippany-Troy Hills, Chapter 430 entitled "Zoning" Section 430-8A. (additions **between asterisks and/or in bold**, deletions {within brackets and/or struck through} Section 1. Section 430-8A PERSONAL SERVICES Establishments engaged in providing services involving the personal care of a person, his or her personal goods or apparel, or his or her pet, including the following: hair, skin care, and nail salons; day spas; beauty salons and barbershops; shoe repair; clothing and garment services such as cleaning, pressing, rental, and tailoring; licensed massage or similar therapy; ** tattoo parlors** pet grooming; and pet day care. The following uses shall not be considered personal services: educational instruction, recreational instruction, funeral homes or mortuaries, animal kennels, or pet shops. BE IT FURTHER ORDAINED that all ordinances or parts of ordinances in conflict or inconsistent with this ordinance are hereby repealed, but only, however to the extent of such conflict or inconsistency, it being the legislative intent that all other ordinances or parts of ordinances now existing and in effect, unless the same be in conflict or inconsistent with any of the provisions of this ordinance, shall remain in full force and effect; and BE IT FURTHER ORDAINED this amending ordinance shall become effective upon due passage and publication according to law.
