LEGAL NOTICE TOWNSHIP OF PARSIPPANY-TROY HILLS MUNICIPAL ORDINANCES NOTICE OF INTRODUCTION NOTICE IS HEREBY GIVEN, that the following Ordinance was submitted in writing at a Meeting of the Township Council of the Township of Parsippany-Troy Hills, in the County of Morris and State of New Jersey, held on March 17, 2026 introduced and passed on first reading and the governing body will further consider the same for second reading and final passage thereof at a Meeting to be held on April 21, 2026 at 7:00 p.m., prevailing time, or as soon thereafter as the matter may be reached, at the Municipal Building in said Township at which time and place a Public Hearing will be held thereon by the governing body, and all persons and citizens in interest shall have an opportunity to be heard concerning same. A copy of this ordinance has been posted on the Bulletin Board in the Municipal Building. During the week prior to and up to and including the date of such meeting, copies of said Ordinance will be made available at the Clerk's Office in said Municipal Building to the members of the general public who shall request the same. KHALED MADIN Township Clerk TOWNSHIP OF PARSIPPANY-TROY HILLS MORRIS COUNTY, NJ ORDINANCE NO. 2026:16 AN ORDINANCE OF THE TOWNSHIP OF PARSIPPANY-TROY HILLS, MORRIS COUNTY, NEW JERSEY AMENDING AND MODIFYING CHAPTER 4, Administration of government, SECTION 4-81, third-party payment plan for emergency medical services provided by par-troy ems, Chapter A445, Fees Compilation, Section A445-19.1, Emergency medical services, OF THE CODE OF THE TOWNSHIP OF PARSIPPANY-TROY HILLS IN THE COUNTY OF MORRIS, NEW JERSEY WHEREAS, the Township Council of the Township of Parsippany-Troy Hills (the "Township") finds and declares that it is in the best interests of the Township and its residents to revise certain fee for service provisions pertaining to the Department of Emergency Medical Services. NOW, THEREFORE, BE IT ORDAINED by the Township Council of the Township of Parsippany-Troy Hills, Morris County, as follows: SECTION 1. Chapter 4, Administration of Government, Section 4-81, Third-party payment plan for emergency medical services provided by Par-Troy EMS, of the Code of the Township of Parsippany-Troy Hills is hereby amended as follows: Fees for emergency medical services. The fee for emergency medical services shall be $1,500, plus $30 per mile per trip. If the ambulance responds but does not transport the patient to a hospital emergency department or other medical facility, the fee shall be the equipment and medications fees incurred pursuant to the provisions of this Section, plus $250. (1) Fees for equipment and medications. When any of the following equipment or medications is used or administered in conjunction with the care of any patient, an additional fee shall be billed according to the tier of said equipment or medication, as follows: (a) Tier I equipment, $150 per use: [1] Continuous positive airway pressure (CPAP) device. [2] Automated external defibrillator. [3] Automated chest compression (LUCAS® or similar) device. (b) Tier II equipment, $75 per use: [1] Oxygen delivery supplies, including bag valve mask (BVM), non-rebreather mask, nasal cannula. [2] Spinal immobilization devices, including long backboard, cervical immobilization collar and/or device, Kendrick extrication device (KED). (c) Tier I medication, $210 per dose: [1] Epinephrine auto injector (Epi-Pen). [2] Albuterol Sulfate (inhaler or nebulizer). (d) Tier II medication, $60 per dose: [1] Oxygen. [2] Glucose. [3] Aspirin. Insurance-only billing for transport. The fees for emergency medical services set forth in § 4-81(A) of this article notwithstanding, when a resident of the Township is transported to a hospital emergency department or other medical facility, the Township shall engage in insurance-only billing, whereby the Township will accept as payment only what is paid by the resident's health insurance plan, applicable automobile insurance policy, or Medicare/Medicaid, and shall not bill for any deductibles, co-pays or other balance due. Insurance-only billing for nontransport. The fees for emergency medical services set forth in § 4-81(A) of this article notwithstanding, when a Par-Troy EMS ambulance responds to an emergency call, but does not transport the patient, the Township shall engage in insurance-only billing, whereby the Township will accept as payment only what is paid by the patient's health insurance plan, applicable automobile insurance policy, or Medicare/Medicaid, and shall not bill for any deductibles, co-pays or other balance due. The Township shall seek a contractor to administer the billing and collection of the third-party ambulance transportation fees authorized hereunder. The Director shall annually review the fees for emergency medical services set forth in this article. A certified copy of this article shall be filed and maintained with all applicable federal and/or state agencies. SECTION 2. Chapter A445, Fees Compilation, Section A445-19.1, Emergency medical services, of the Code of the Township of Parsippany-Troy Hills is hereby amended as follows: Fees for emergency medical services. If any section, paragraph, subsection, clause or provision of this ordinance shall be declared invalid by a court of competent jurisdiction, such decision shall not affect the validity of this ordinance as a whole or any part thereof. SECTION 5. All ordinances or parts of ordinances of the Township of Parsippany-Troy Hills heretofore adopted that are inconsistent with any of the terms and provisions of this ordinance are hereby repealed to the extent of such inconsistency.
