APPROVED MARCH 17, 2026 CITY OF FRANKLIN COMMON COUNCIL MEETING MARCH 3, 2026 MINUTES The regular Mtg of the Franklin Common Council was held on March 3, 2026, and was called to order at 6:30 p.m. by Mayor John R. Nelson in the Franklin City Hall Council Chambers, 9229 W. Loomis Rd, Franklin, WI. On roll call, the following were present: Ald Peccarelli, Eichmann, Hasan, Salous, Day and Craig. Also in attendance were Director of Admin Kelly Hersh, City Atty Jesse A. Wesolowski and City Clerk Shirley Roberts. Citizen comment period was opened at 6:33 p.m. and was closed at 7:09 p.m. Ald Hasan moved to approve the minutes of the Common Council Mtg of February 18, 2026, as presented. All voted Aye; motion carried. Ald Day moved to confirm the following Mayoral Appointment: Rhandi Rios, 4313 W. Hunters Ct., Ald. Dist. 4-Civic Celebrations, 3 year unexpired term expiring 06/30/28. On roll call, all voted Aye. Motion carried. Ald Eichmann moved to table to the March 17, 2026, CC Mtg. On roll call, Ald Craig, Salous, Hasan, Eichmann and Peccarelli voted Aye; Ald Day voted No. Motion carried. Ald Eichmann moved to adopt Res No. 2026-8432, a Resolution to authorize acceptance of Storm Water Facilities Maintenance Agreement and Storm Water Access Easement from Franklin Area School District – FHS (8222 S. 51st St., TKN 807-9999-001). All voted Aye; motion carried. Ald Hasan moved to adopt Res No. 2026-8433, a Resolution to amend Res No. 2021-7722 imposing conditions and restrictions for the approval of a Special Use for Overnight Parking for vehicles exceeding 8,000 pounds Manufactured Gross Vehicle Weight, to allow for Warehouse, Distribution and Storage Uses Upon property located at 3617 W. Oakwood Rd (Joe Wisniewski, Krones, Inc., applicant, Franklin Industrial I LLC, Property Owner). All voted Aye; motion carried. Ald Craig moved to adopt Res No. 2026-8434, a Resolution to accept a modification of access and release of a setback upon property located on a part of 2710 W. Drexel Ave, 1 & 2 Northwestern Mutual Way (TKN 786-9980-003) (Brian Konyn, Northwestern Mutual Life Insurance) (Northwestern Mutual Life Insurance, Property Owners). On roll call, Ald Peccarelli, Hasan, Day, Salous and Craig voted Aye; Ald Eichmann abstained. Motion carried. Ald Craig oved to adopt Res No. 2026-8435, a Resolution conditionally approving a revised 2-Lot CSM, being a part of a part of parcel 1, in CSM No. 7389, being in the SW ¼ and SE ¼ of the NE ¼ and the NE ¼ and SE ¼ of the SE ¼, all in Section 12, in Township 5 N, Range 21 E, in the City of Franklin, Milw County, WI (Brian Konyn, Northwestern Mutual Life Insurance) (Northwestern Mutual Life Insurance, Property Owners). On roll call, Ald Craig, Salous, Day, Hasan, and Peccarelli voted Aye; Ald Eichmann abstained. Motion carried. Ald Eichmann moved to adopt Res No. 2026-8436, a Resolution imposing conditions and restrictions for the approval of a Conditional Use for an attached Accessory Dwelling Unit upon property located at 8866 W. Puetz Rd (TKN 839-9997-009, Benjamin Blomquist, Property Owner and Applicant). All voted Aye; motion carried. Ald Eichmann moved to accept the report and place on file. Seconded by Ald Peccarelli. All voted Aye; motion carried. Ald Hasan moved to accept a $700.00 public donation from the residents of the Sacred Heart at Monastery Lake Senior complex (Fund 28-0000-4731) and to spend the funding on firefighter health and wellness (Fund 28-0221-5329-7081). All voted Aye, motion carried. Ald Craig moved to adopt Ordinance No. 2026-2723, an Ordinance to amend Ordinance 2025-2712, an Ordinance adopting the 2026 Annual Budgets for the Health Grant Fund to provide resources and appropriations for the approved Public Health Infrastructure Grant, pending technical corrections by City staff. All voted Aye; motion carried. Ald Eichmann moved to adopt Ord No. 2026-2724, an Ordinance to Amend §169-1 of the Municipal Code, "Licenses Required" to update the HD License Categories and fees as referred to by §138-28 of the Municipal Code, "Fees," pending technical corrections by City staff. All voted Aye; motion carried. Ald Hasan moved to accept the report and place on file. All voted Aye; motion carried. Ald Eichmann moved to adopt Res No. 2026-8437, a Resolution authorizing the execution of the 2026-2029 Service Agreement with Crisis24 Inc. for the City of Franklin Emergency Notification System, pending technical corrections by City staff. All voted Aye; motion carried. Ald Eichmann moved to approve the following licenses of the License Committee Mtg of March 3, 2026: Grant New 2025-26 Operator License to: Brooke Behringer, Oriana Markovic, Damon Potrykus, & Shannon Scheit; Grant Extraordinary Entertainment & Special Event to Mulligan's Irish Pub & Grill, St. Patrick's Day Weekend and Party, Brian Francis, 8933 S 27th Street, 3/14/2026 & 3/17/2026; Grant Class A Combination Change of Agent 2025-26 to Ultra Mart Foods, LLC, DBA Pick n Save #6360, Krystal Murphy, Agent, 7201 S 76 St. On roll call, all voted Aye. Motion carried. Ald Hasan moved to approve City vouchers with an ending date of February 26, 2026 in the amount of $6,613,636.66, and payroll dated February 20, 2026 in the amount of $470,764.68 and payments of the various payroll deductions in the amount of $578,957.50 plus City matching payments, and estimated payroll dated March 6, 2026 in the amount of $478,000 and payments of the various payroll deductions in the amount of $291,000, plus City matching payments. On roll call, all voted Aye. Motion carried. Ald Eichmann moved to enter closed session at 7:45 p.m. pursuant to Wis. Stat. § 19.85(1)(e), for market competition and bargaining reasons, to deliberate and consider terms relating to potential commercial/industrial/manufacturing development(s) and proposal(s) and the investing of public funds and governmental actions in relation thereto and to effect such development(s), including the terms and provisions of potential development agreement(s) for, including, but not limited to the properties at the SW corner of S Oakwood Park Dr and W Ryan Rd, and to reenter open session at the same place thereafter to act on such matters discussed therein as it deems appropriate. On roll call, all voted Aye. Motion carried. Mayor Nelson called a recess at 7:46 p.m. reconvened at 7:52 p.m. Upon reentering open session at 8:12 p.m., no action was taken.
