Scope of Work
The City of Phoenix Aviation Department desires to establish an Airport Development Program Qualified Vendor List to provide program management services for a variety of civil and building capital improvement projects. The Aviation Department anticipates services required on an as-needed basis, may include, but are not limited to, the following classifications: Senior Project Managers/Project Managers/Assistant Project Managers, Data/Cost Analysts, Schedulers, Estimators, Project Coordinators, Commissioning Agents, Terminal/Building Planners, Various Airport/Building Systems Experts, Administrative Assistants, Construction Federal Grant or Other Funding Source Auditors, Construction Communications Coordinators, Construction Document Reviewers, Construction Financial Analysts, Airline Technical Representatives, Baggage Handling System Experts, Passenger Boarding Bridge Experts, Vertical Transportation Experts, Forensic Analysis Experts, Grant Writing, Development and Administration Experts, Industry Survey Experts, and Special Services. Interested firms may submit on any or all of the classifications listed.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 1:00 pm on Thursday, March 26, 2026, at AVN DCS Diamondbacks Conference Room, 500 S. 24th Street AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal.
Request For Qualifications Packet
On Thursday, March 19, 2026 the Request for Qualifications (RFQ) may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix
Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download it from the City's Procurement Portal.
Firms must be registered in Procurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.
General Information
The City of Phoenix will provide reasonable accommodations for alternate formats of the RFQ by calling Anna York at (602) 534-3691 or TTY 711. Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
