Serial # PH RFP 260053, INTAKE, TRANSFER, AND REFERRAL TRANSPORTATION SERVICES FOR MARICOPA COUNTY DEPARTMENT OF PUBLIC HEALTH
Maricopa County Department of Public Health (MCDPH) is seeking proposals from qualified Phoenix-area providers interested in contracting to design and operate comprehensive programs that offer safe and reliable transportation and related support for individuals exiting Maricopa County’s Intake Transfer and Release (ITR) facility as a pilot program from May 1, 2026, through September 30, 2026.
The goal of this initiative is to pilot the transportation needs of individuals exiting ITR to supportive destinations such as cooling centers, shelters, social service providers, or clinics (e.g., substance use treatment facilities), for ongoing care. Individuals departing ITR are often in need of immediate connection to substance use providers, sober living environments, a new identification, and other basic amenities. A successful proposal will take such needs into consideration.
MCDPH expects the selected Contractors to reach this goal through a variety of innovative, community-focused strategies that integrate transportation with peer engagement, care coordination, or other supplementary support services.
A strong proposal will include:
• Transportation options ensuring safety and timeliness.
• Peer or outreach services engaging individuals and providing linkage to care.
• Partnerships or referral networks connecting participants to appropriate community services
Respondents are encouraged to partner or subcontract with other interested parties to meet these objectives. However, each proposal must represent a self-contained program model capable of operating independently.

Interested candidates must submit their response through www.bidnetdirect.com in order to be reviewed. Electronic proposals will be received until 2:00pm Arizona time on April 09, 2026. Questions and Answers are due by March 30, 2026. Paper submissions will not be accepted.
