Proceedings of the Brown County Board of Supervisors March 18, 2026.
Pursuant to Sections 19.85 and 59.094, Wis. Stats, notice is hereby given to the public that the regular meeting of the BROWN COUNTY BOARD OF SUPERVISORS was held on March 18, 2026, at 7:00 p.m., Lower Level – Pine Room, Brown County Central Library, 515 Pine St., Green Bay, WI 54301.
Commendation Presentations for: Supervisors Ron Antonneau, Tom DeWane, Tom Friberg, Michael La Bouve', and Kathy Lefebvre.
Chairman Buckley called the meeting to order at 7:00 p.m. Following, an invocation was given and reciting of the Pledge of Allegiance by the Board.
Roll call was taken. 26 Supervisors were present: Antonneau, De Wane, Nicholson, Jacobson, Theno, Lefebvre, Friberg, Borchardt, Evans, Vander Leest, Buckley, Gannon, Dantinne, Vigil, Rentmeester, Kaster, Van Dyck, McDonald, Labouvé, Coenen, Przybelski, Van Lanen, Wolfe, Toellner, Lund, Pyle
5. Motion to approve the adoption of the agenda was approved.
6. Motion to approve the County Board minutes of February 18, 2026, meeting was approved.
7. Announcements of Supervisors: Supervisors Przybelski, Lefebvre, Borchardt, Jacobson, Toellner, Lund, and McDonald spoke under announcements of Supervisors.
8. Presentation of Communications for Consideration: Communication from Supervisor Coenen: To no longer separate payment of legal bills out from all other county bills to be paid. Referred to Administration Committee.

This 2025 Budget Adjustment is to recognize a significant increase in CCS (Comprehensive Community Services) program expense and matching revenue. The 2025 projected annual amount for this expense and offsetting revenue is $3.6 million compared to a budget of $2.5 million based on prior year activity. The CCS program with costs covered 100% by state and federal funding has increased significantly for both child and adult services helping eligible clients to live successfully in the community. Fiscal Impact: $1,100,000

*2025*Budget Adjustment is to increase Federal Grant Revenue and increase Equipment for the HS ALERT SWAT Comms Headsets Grant. The purchase of these comm. headsets will greatly enhance communication between team members and command staff while at the same time will assist with protecting team members hearing during loud reports associated with SWAT operations. Assist with amplification of sound which will aid in the overall comm process and will aid in operator protection by enhancing operational awareness. Fiscal Impact: $2,000

*2025*Budget Adjustment is to increase Federal Grant Revenue and increase Equipment for the HS ALERT SWAT Breaching Equipment Grant. This is to purchase various types of breaching equipment. There is a wide range of methods that are available, one or more of which may be used in any given situation. These breaching methods may be divided up into mechanical, ballistic, hydraulic, explosive, and thermal. A successful breach compared to a failed breach could be the difference between life and death. Fiscal Impact: $13,000

*2025*Budget Adjustment is to increase Federal Grant Revenue and increase Outlay Equip. for the HS ALERT Bomb Squad Scan X Ray Equipment Grant. This system incorporates high sensitivity flexible film plates and a rugged battery powered image plate reader so Public Safety Bomb Technicians can investigate suspicious packages/ IED's/or other explosive items. The x-ray system produces an ultra high resolution x-ray image which will reveal fine wire and electronic component detail. Helps the PSBT make fast accurate decisions in the field. Fiscal Impact: $28,500

*2025* This budget adjustment is for the transfer of funds from the Sheriffs Investigative Asset Seizures Fund to the Sheriffs General Fund Drug Task Force Division for drug buy money. This "Buy Money" is used for drug evidence. Fiscal Impact: $27,092

*2025* This budget adjustment is to increase donations, supplies, and equipment non-outlay. These donations are to be used for numerous items. The Dive Team will be able to purchase tools for rescue, recovery, and for evidence. For example, evidence jars, battery charger kit, recovery gun cases, etc. Patrol will be able to purchase additional Flock Cameras, equipment, and Stop Sticks. Fiscal Impact: $22,700

PARKS
2026: Parks. In partnership with NEW Water, Parks will be improving the gravel trail that provides pedestrian access through the park as well as NEW Water service vehicles to various stations they are required to monitor. This project will include installing appropriate base and a topcoating of fine gravel. In addition, a new gate will be installed at the NW access point. Total cost is estimated at $42,750 with $20,000 allocated from the contributions account and $22,750 donated from NEW Water with work to be completed by the highway department. Fiscal Impact: $22,750

*2026* This budget adjustment is to use the final portion of the HHS Loss Revenue Project Grants for the Foster the Village, a non-profit that provides supplies, support, and training to foster parents, kinship providers, and children in Brown County. Funding used is from ARPA #9 Nonprofit Grant program ($13,558); ARPA #65 Nonprofit Grant Program ($41,837). Total $55,395. Fiscal Impact: $55,395

*2026* Parks/Resch Center - During replacement of a burner within the Boiler 1 unit the contractor discovered significant repairs to restore safe and reliable operation. The internal refractory has failed and boiler tubes and outer jacket is damaged. There are 2 boilers to heat the Resch Center, both are 22 years old. These repairs will significantly extend the life of this unit and once repairs are complete it will be in like new operating conditions. Sales Tax previously assigned for Vets Memorial/Resch Center maintenance will be used. Fiscal Impact: $118,598

*2026* This budget adjustment is to increase donations and equipment non-outlay. This donation from Walmart is for Patrol to purchase Flock Cameras. Flock Cameras can help law enforcement find vehicles that are involved in local crimes, or tied to missing or endangered persons. Without Flock Cameras, officers would have to be driving around actively looking for vehicles involved in crimes. Fiscal Impact: $5,000
