Notice is hereby given that online bids will be received by Manitowoc Public Utilities (MPU), 1303 South 8th Street, Manitowoc, Wisconsin 54220, until 2:30 p.m. on April 7th, 2026 and then publicly opened at 2:30 p.m. on the same day. All bidders shall use the QuestCDN vBid Bid Portal to submit bids online. The bid opening will be held virtually. Call 920-686-3500 and use participant code 788-662-85#.
The work for which bids are asked includes the following:
Supply and install approximately 700 feet of 12" PVC watermain through Rheaume Park and across the Canadian National (CN) railroad tracks to connect N 30th Street and Fleetwood Drive in Manitowoc, WI. Portions of the watermain installation will include dry jack and bore of a steel casing underneath the CN railroad right-of-way.

Plans and detailed specifications, together with form of contract and bond, will be available for a non-refundable download fee of $50.00. The QuestCDN vBid Bid Portal provides an electronic bid form to be completed by the bidder. Each online bid shall be accompanied by an electronic bid bond equal to at least 5% of the amount of the bid naming the Manitowoc Public Utilities as obligee. The bid bond shall be forfeited to MPU in the event that the low bidder fails to enter into a contract within fifteen (15) days of award. The Manitowoc Public Utilities reserves the right to reject any and all bids, to waive irregularities and informalities therein, and to award the contract in the best interest of MPU to the lowest responsible bidder. No bidder may withdraw its bid within sixty (60) days after the scheduled closing time for the receipt of bids.
